In the current environment, most political violence occurs between internal communities, such as ethnic and religious groups, rather than between states. Such inter-communal conflict threatens both internal political stability and interstate relations. In this edited volume, a multidisciplinary and multinational group of scholars analyze the bases of inter-communal conflict and its domestic and international consequences. The authors focus on inter-communal conflict through the lenses of political struggles in the Middle East and Asia, which provide fertile grounds for assessing the viability of new social constructions and the continuing impact of ancestral ties. Containing theoretical, regional, and country studies, the chapters tackle such issues as: the implications of changes in the institutional rules for political competition; how explanatory narratives for conflict are selected when multiple attributions are possible; the bases of ideological conflict that have arisen within Islam; the problems of ethnic competition that remain unresolved in powersharing arrangements; the consequences for international relations when national boundaries do not circumscribe ethnic and religious communities; and the subordination of women's interests to religious conflict and its resolution. Since identities are shaped by multiple qualities, the contributions examine the role of ideologies, institutions, and politicians in shaping political cleavages, communities, and conflicts. This book was originally published as a special issue of Ethnic and Racial Studies.
The movement to broaden access to public universities, the dominant strategy during the 1970s and 1980s, has largely shifted to enable the marketplace, rather than the government, to shape the contours of higher education. Government funding is being reduced, affirmative action and other programs designed to insure broader access are in decline and personal fulfillment is replacing a public good designed to insure greater equality of opportunities. This book explores the impact of diminishing government resources and expanding market forces in developing and developed countries to either foster or lessen equality of opportunities in higher education for different racial, ethnic, religious and gender groupings. What are the consequences of a market-driven higher education for student access, teaching and scholarship? Through case studies, this book explores issues such as access of minority groups within the larger societies, the place of foreign students in a national system, and access for students with mental health difficulties, and evaluates the success of funding schemes designed to expand opportunities and access. The research provides an interesting contrast of the diversity and uniqueness of higher education in the United States, France, Australia, India, Israel, South Korea, The Netherlands, Ghana and several other countries, while at the same time revealing surprising commonalities. These studies reveal world-wide trends in higher education including a cutback in government financing, a decline in access, and a receding of affirmative action. This book is an important addition to the literature on higher education during the age of globalization and the decline of government funding of higher education. The studies provide important data about the current situation in higher education in countries around the world.
In this book, Harel-Shalev analyzes public policy and governmental features in procedurally democratic states that govern deeply divided societies. The book traces the political formula that enables such states to survive while sustaining a democratic process in the face of religious, ethnic, and national conflicts. It investigates citizenship discourses, analyzes the mechanisms political regimes use to give rights to minorities while simultaneously limiting their power, and illustrates how this unique political formula can be applied in two case studies of vastly different countries-Israel and India. The analogous conflicts in India and Israel that threaten the survival of democracy-the ethno-religious conflict between Hindus and Muslims in India and the ethno-national conflict between Jews and Arab-Palestinians in Israel-are analyzed in depth. In addition, the core cases of India and Israel, states in which democracy has survived for over sixty years, are compared with two additional countries where democracy was short-lived. This issue is especially pertinent to the world today, as many young nations currently in the process of state building are coping with the challenges inherent in building democratic institutions in plural and polarized societies. The book explores the inherent tension between the conflicting logics of democracy, citizenship, and nation-state, and suggests enhanced tools for investigating societies in which this tension exists.

Several months after a 2014 operation in the Gaza Strip, fifty-three Israeli Defense Forces combatants and combat-support soldiers were awarded military decorations for exhibiting extraordinary bravery. From a gendered perspective, the most noteworthy aspect of these awards was not the fact that only 4 of the 53 recipients were women, but rather the fact that the men were uniformly praised for being "brave," being "heroes," "actively performing acts of bravery," "protecting," and "preventing terror attacks," while the women were repeatedly commended for "not panicking." This pattern is not unique to the Israeli case, but rather reflects the patriarchal norms that still prevail in military institutions worldwide. One might expect that, now that women serve on the battlefield as combatants, some of the gendered norms informing militaries would have long disappeared. As it stands, women in the military still face a double battle-against the patriarchal institution, as well as against the military's purported enemies. Drawing on interviews with 100 women military veterans about their experiences in combat, this book asks what insights are gained when we take women's experiences in war as our starting point instead of treating them as "add-ons" to more fundamental or mainstream levels of analysis, and what importance these experiences hold for an analysis of violence and for security studies. Importantly, the authors introduce a theoretical framework in critical security studies for understanding (vis-a-vis binary deconstructions of the terms used in these fields) the integration of women soldiers into combat and combat-support roles, as well as the challenges they face. While the book focuses on women in the Israeli Defence Forces, the book provides different perspectives about why it is important to explore women in combat, what their experiences teach us, and how to consider soldiers and veterans both as citizens and as violent state actors-an issue with which scholars are often reluctant to engage. Breaking the Binaries in Security Studies raises methodological considerations about ways of evaluating power relations in conflict situations and patriarchal structures.
