For Turkey especially, water is crucial to social and economic development. Turkey's current national water regime that emphasises water resources development and management for productive uses, however, faces growing environmental concerns and international criticism regarding transboundary water cooperation. Furthermore, EU accession requires Turkey to adopt an extensive and ambitious body of EU water law. In the book's four Parts, the interdisciplinary approach to many issues contributes to the relationship between water and poverty. Part I includes articles on the conceptual and methodological issues concerning poverty reduction through water resources development. It also offers analysis of quantitative measurements of poverty reduction, including some approaches for creating a Water Poverty Index. Part II considers the institutional frameworks for management of water and poverty reduction. Topics range from community-based decision making to international leadership. Part III encompasses discussions on participatory irrigation management and the privatization of urban water supplies and sewerage and the link to poverty. Despite recent improvements in water management, approximately 1.4 billion people lack adequate water and about 3 billion people lack adequate sanitation services. It is commonly acknowledged that these and other water problems affect the poor adversely in terms of their livelihoods, their health, and their vulnerability to water-related natural disasters.

This interdisciplinary volume examines how nine arid or semi-arid river basins with thriving irrigated agriculture are doing now and how they may change between now and mid-century. The rivers studied are the Colorado, Euphrates-Tigris, Jucar, Limari, Murray-Darling, Nile, Rio Grande, Sao Francisco, and Yellow. Engineered dams and distribution networks brought large benefits to farmers and cities, but now the water systems face multiple challenges, above all climate change, reservoir siltation, and decreased water flows.
