In times of dramatic social, economic and political change, governments around the world are questioning their roles and responsibilities in the public sector. The trend is away from a traditional public-sector market model, but there does not yet exist a universally accepted alternative. The essays offer a comparative analysis of public administration in several OECD countries, including the UK, US, Australia, and Scandinavia, and explores possible future directions.
In these times of dramatic social, economic and political change,
governments around the world are questioning their roles and
responsibilities in the public sector. There is a trend away from
traditional public sector model and that of market ideology, but
there does not yet exist a universally accepted alternative.
Brendan Nolan offers a comparative analysis of public
administration in several OECD countries (the UK, USA, Australia,

-- A HISTORY---- The core of this riveting story are the renowned
Scottish philosophers(Luther, Calvin, Knox, Locke, Gillespie and
Rutherford) and their belief in "Liberty of Conscience"upon which
the principles of America's Constitutional law are founded. This
shocking story of the Gillespie family and their fellow
Scots-Irishmen to gain their freedom and liberty from the cruelties
of the English Crown is chronicled from William Wallace to the
American Revolutionaries. Their heritage of bravery and zeal led to
the establishment of the "Bill of Rights" to the Constitution. The
Ulster Scots-Irish greatly contributed to victory in the American
Revolution and insisted upon freedom of religion as the first
amendment to the Constitution. The Scots-Irish comprised over
twenty (27) of George Washington's generals and upwards of 50% of
his troops. These courageous frontiersmen were excellent fighters
who won decisive battles at Kings Mountain, Cowpens, Guilford
Courthouse and Yorktown. Presbyterian ministers were firebrands who
reminded their parishioners of the abuse of English Kings since the
time of the 12th century freedom fighter William Wallace in
Scotland. King George, the British Parliament, and their Loyalist
Generals so feared these Scots-Irish patriots for independence from
the Crown that seventy (70) Presbyterian colonial churches were
burned as "dens of the devil" in fomenting war. Everyone will be
enlightened by the fact that the Westminster Confession of faith
that George Gillespie was instrumental in writing illuminates many
ideals upon which America was founded and was required curriculum
for America's founding fathers who attended Harvard, William and
Mary, Yale and Princeton. The catechisms were the most widely read
publication second to the Bible. Listed are suggested
Constitutional Amendments to control the corruptions of today's
Congress. Obviously, the Scots-Irish colonial pioneers of democracy
who were such visionaries and refused to ratify the Constitution,
due to lack of controls over the Congress and President, would
insist on similar controls.
This is an introductory textbook in data analysis and statistics,
designed for students in the first year of a social sciences
degree. The key concepts of data analysis are explained in a clear
and straightforward manner, avoiding unnecessary jargon. Very
little mathematical knowledge is assumed on the part of the reader,
and a variety of examples are used to illustrate the ideas and
techniques.
One of the central aims of the text is to ensure that students
understand the basic principles of exploratory data analysis before
they become involved in manipulating large quantities of data.
Hence the author generally uses small data sets to introduce the
key concepts, and gradually moves towards the handling of larger
data sets.
The text uses the Minitab computer analysis package, which is
one of the most popular statistical packages available in
institutions of higher and further education. Students are told how
to use the package before they are introduced to the ideas of
methods of data analysis.
This clear, jargon-free textbook will be an invaluable aid for
students beginning courses in the social sciences and related
fields, such as social policy, business studies and health
care.
