Aiming to Explain - Theories of Policy Change and Canadian Gun Control (Paperback): B. Timothy Heinmiller, Matthew A. Hennigar Aiming to Explain - Theories of Policy Change and Canadian Gun Control (Paperback)
B. Timothy Heinmiller, Matthew A. Hennigar
R1,163 Discovery Miles 11 630 Ships in 10 - 15 working days

Firearms policy has periodically dominated Canadian politics since the late 1960s. Compared to the United States, however, there is little scholarship on firearms policy to the neighbouring north. Using Canadian firearms policy, Aiming to Explain examines five prominent policy process theories employed during the period from the 1989 Montreal Massacre to the 2012 cancellation of the universal firearms registry. Throughout, B. Timothy Heinmiller and Matthew A. Hennigar present rigorous applications of rational choice institutionalism, social constructivism, the advocacy coalition framework, the multiple streams framework, and punctuated equilibrium. The investigations draw on method-based best practices, while also making use of a wide range of data collection and analysis techniques, including inferential statistics, descriptive statistics, process tracing, congruence analysis, and qualitative content analysis. The goal of Aiming to Explain is not to select a single best theory, but to compare their relative strengths and weaknesses in an effort to direct future research and theoretical development efforts in the study of Canadian public policy.

Water Policy Reform in Southern Alberta - An Advocacy Coalition Approach (Hardcover): B. Timothy Heinmiller Water Policy Reform in Southern Alberta - An Advocacy Coalition Approach (Hardcover)

Between 1995 and 2005, the government of Alberta undertook major reforms to the way water is governed in the arid southern part of the province. Among the most significant reforms was the imposition of moratoria on new water licenses, the introduction of a market for buying and selling existing water licenses, and the adoption of a "conservation holdback" mechanism for returning some licensed water to the environment. In Water Policy Reform in Southern Alberta, B. Timothy Heinmiller looks at how and why these (and other) reforms were adopted after nearly a century of stasis on water policy. The study analyses over three decades of policy decisions, beginning with the Progressive Conservative victory in 1972 to the last major policy reform in 2007. Applying the Advocacy Coalition Framework, process tracing methodologies, and content analysis, the author isolates, identifies and reconstructs the actors and processes that shaped over thirty years of water policy in Alberta. Water Policy Reform in Southern Alberta offers important insights on the management of natural resources and the factors influencing meaningful policy change.

Canadian Water Politics explores the nature of water use conflicts and the need for institutional designs and reforms to meet the governance challenges now and in the future. The editors present an overview of the properties of water, the nature of water uses, and the institutions that underpin water politics. Contributors highlight specific water policy concerns and conflicts in various parts of Canada and cover issues ranging from the Walkerton drinking water tragedy, water export policy, Great Lakes pollution, St Lawrence River shipping, Alberta irrigation and oil production, and fisheries management on the Atlantic and Pacific coasts.
Canada - with its Great Lakes, three oceans, and border with the US - provides an ideal reference point for studying water use rivalries, conflicts, and governance. By exploring the controversies surrounding water management in Canada, Canadian Water Politics is an essential source for citizens, officials, academics and students, and contributes to our understanding of natural resource management and environmental policy at home and globally.
