New Directions in Development Economics is divided into two parts. The first half considers the dilemna of growth with special reference to its environmental cost. This volume is divided into two thematic parts: the first half focuses on economic growth (or its absence) in developing countries, while the second half contributes to the debate on the role of the state versus the market. The role of the state is still identified as pivotal in the context of the growing dominance of free market policies in the post-communist world. This book, the third in the Africa: Policies for Prosperity series, is concerned with the challenges of securing economic prosperity in Tanzania over the coming decades. Building on widespread economic reforms in the early 1990s, Tanzania has recorded steady economic growth over the last two decades, despite the downturn in global economic fortunes since 2008. The process of reform is continuous, however, and the challenge facing the current generation of policymakers is how to harness these favourable gains in macroeconomic stability and turn them into a coherent strategy for labour-intensive, inclusive growth over the coming decades. In one country, the prime minister pushes for the liberalization of digital finance as a central pillar of the country's national strategy, while the central bank almost makes it a criminal offence. In another, the digital minister tries to scupper the very process to support digital transformation that the president has asked them to co-lead. This book gives a ringside seat on seven developing countries' tumultuous early steps on the path to a reform of the economy and the government using technology. Written by a group of academics and practitioners from Oxford at the heart of the process, but foregrounding the voices of the policymakers and participants, this book documents and critically assesses efforts to assist a set of governments to kick-start digital transformation. In doing so, it offers lessons for policymakers in other countries who want to pursue similar efforts. Beyond that, however, it is also an exposition of the process of policymaking more generally in the 2020s, and offers broader insight into how outsiders can play a sensible role in other reform processes in developing and emerging countries.

Poverty in Africa is largely the outcome of slow growth. With the region hosting 10 percent of the world's population but a staggering 30 percent of the world's poor, the challenges it faces are enormous but NOT insurmountable. The message of this book is clear poverty-eradicating development in Africa is possible. In fact, there are indications that Africa is at a turning point, and there is growing momentum among front-runner economies in the region toward higher and sustained growth. This study challenges African countries and their development partners to consolidate and continue this momentum and to exploit the advantages of the continent as a latecomer, particularly in innovation and in drawing lessons from successful export-led growth experiences in Asia and Latin America. 'Challenges of African Growth' identifies opportunities, constraints, and strategic choices that African countries face in their quest for achieving the growth necessary for poverty alleviation. More important, the study provides a broad menu of stategic options for ensuring not only that countries embark on a growth path, but also that the growth is shared and sustainable.
