Resilience is increasingly becoming a catchword in current discussions about urban and regional development. While there has been a strong research focus on sustainability, there is a lack of understanding of the processes and factors that make cities and regions more vulnerable and others more resilient, for example, when dealing with climate change, demographic decline and ageing, as well as economic crises. The German Annual of Spatial Research and Policy 2010 sheds some light on this by discussing examples of how actors deal with change. On the one hand, concepts are described and analysed which are oriented towards increasing urban regional resilience, for example regarding energy consumption, climate change, and urban decline. Moreover, institutional aspects are discussed. On the other hand, barriers for using the concept of resilience in planning are described and suggestions are made about how to deal with these barriers in strategic planning.

In the course of the tremendous political and economic upheaval starting in 1989/1990 many industrial cities and regions in Central and Eastern Europe have been confronted with profound problems. This book presents eleven detailed national reports which describe the situation in such cities and regions as well as the strategies which have been employed to cope with structural change. The country reports are complemented by short case studies of selected cities and regions. An introduction gives background to such topics as structural change and the ramifications of EU enlargement. Finally some conclusions are drawn and recommendations offered for future policy.

Wachsende gesellschaftliche Herausforderungen benotigen seitens der politischen und planerischen Steuerung ein erhohtes Mass an Variabilitat in den Verfahren und Instrumenten. Regionale Entwicklungssteuerung ist das Ergebnis des Zusammenspiels einer Vielzahl von Akteuren. Sie kann nur gelingen, wenn sie als Management von Interdependenzen angelegt wird. Um die dafur erforderliche Vielfalt der Planung im sich wandelnden Staat ging es Dietrich Furst in einem wesentlichen Teil seiner wissenschaftlichen Arbeit. Im Mittelpunkt seiner Festschrift stehen deswegen Fragen der Steuerung sowie Instrumente und Verfahren aus unterschiedlichen Bereichen.

Nach den ehemaligen Devisenbewirtschaftungsbestimmungen, die alliierten Ursprungs waren, galt auf dem Gebiete der Aussenwirt- schaft das Verbotsprinzip, das allerdings durch eine Vielzahl von Bestimmungen aufgelockert wurde. Jedoch war immer noch ver- boten und strafbar, was nicht ausdrucklich "allgemein" oder durch "besonderen" Verwaltungsakt genehmigt worden war. Im Aussenwirtschaftsgesetz wird dagegen der Grundsatz der Frei- heit verkundet, zwar mit dem Vorbehalt der Moeglichkeit von Be- schrankungen, deren Kenntnis aber nicht annahernd ein solches Problem darstellt wie das Ausfindigmachen der zutreffenden Ge- nehmigung in dem fruheren Wust von Bestimmungen. Das AllBen- wirtschaftsgesetz bringt daher besonders fur die kaufmannische Praxis eine ganz erhebliche Arbeitserleichterung. Wichtig bleibt aber immer noch zu wissen, welche - geringe - Anzahl von Rechtshandlungen genehmigungspflichtig und welche Vielzahl meldepflichtig ist. Dies gilt nicht nur fur die ausfuhrenden Organe, sondern auch fur die Aufsichtspersonen und die berufenen Vertreter der Firmen, zumal diese bei Verstoessen Untergebener u. U. empfindlich bestraft werden koennen. Das Buch soll deshalb vornehmlich die kaufmannische Praxis an- sprechen; deshalb ist auch bei der Kommentierung der kauf- mannische Gesichtspunkt betont. Ein Stichwortverzeichnis soll es dem Leser ermoeglichen, die ihn besonders interessierenden Einzel- heiten schnell aufzufinden.

Erschreckend ist die Erkenntnis, dass der NS-Staat - noch vor der physischen Vernichtung der Juden - mit Hilfe des Rechts ihren sozialen Tod systematisch betrieben hat. Deutlich wird, wie viele rechtliche Ausgrenzungsma nahmen die Machthaber auf allen Gebieten des beruflichen und allt glichen Zusammenlebens ergriffen. Deutlich wird auch, welcher Kraft es bedurfte, um gegen ber dieser bis in den letzten Winkel des Alltags reichenden zunehmenden Ausgrenzung ein Alltagsleben berhaupt noch zu gestalten.
