This book assesses the instruments and measures geared towards determining the EU's relations with it's neighbours. These are channelled on the one hand by the enlargement policy focusing on the Western Balkans and on the other hand by the neighbourhood policy which will enable the integration of Central and Eastern European neighbouring countries without offering membership. Both of these policies have strong local and regional effects in the EU's neighbouring countries. However, little attention has been paid to the perceptions of and impact of these policies in the neighbouring countries themselves. By presenting theoretical contributions and empirical case studies drawing on qualitative and ethnographic fieldwork, this book provides new insights that will be of great interest for students, researchers and practitioners in the fields of Geography, Sociology, Political Science and European Studies.

Small-scale trade and smuggling are part of everyday life at many borders. These trading activities often compensate for economic shortage that many households are suffering from in consequence of e.g. political transformation processes. Despite of the diversity of transborder small-scale trade and smuggling and their wide dispersion, not only in Europe, their reception within social sciences is relatively low. The contributions shed therefore light on research in geography and neighboured disciplines. On the basis of empirical research findings from borders all over the world, the authors thrive to analyse mechanisms and conditions of the informal activities and to detect parallels and differences of informal economic structures from different perspectives.

This timely book seeks to contribute to the debate on the transfer of values, rules, and practices by European actors to former soviet countries. The actors in focus include multilateral organisations, such as the European Union, the Council of Europe, and the Organization for Security and Cooperation in Europe, as well as European governments and non-governmental organisations. The contributions in this collection address different aspects of the export or transfer of values, such as democracy, human rights, and the rule of law, as well as rules and practices in the fields of education and migration management, examining motives, mechanisms, and effects of the European engagement.

Hinleitung Im Dezember 2007 sitze ich in einem Berliner Cafe. Wahrend des Gesprachs mit 1 der Cafebesitzerin holt diese beilaufig ein Zigarettenpackchen der Marke "Jin Ling" hervor. Dabei handelt es sich um in der russischen Exklave Kaliningrad hergestellte Tabakwaren. Die "Jin Ling" wurde sie immer von einem Vietnamesen erwerben, der in einer S-Bahn-Station die Stange fur 18 Euro, einzelne Packchen fur zwei Euro verkaufe. Ich erzahle ihr von meiner mehrmonatigen Feldforschung an der Grenze zu Kaliningrad, auf der diese Arbeit beruht, und schildere dabei, wie sich Bewohner der von hoher Arbeitslosigkeit betroffenen grenznahen Gebiete durch den Zigarettenschmuggel von Russland nach Polen auf eigene Rechnung ein wenig Geld dazuverdienen. Das sei ja interessant, meint die Cafebesitzerin. Sie hatte - mer ein schlechtes Gewissen, dass sie durch den Kauf von "Jin Ling" die organisi- te mafioese Kriminalitat unterstutze. Dass sie durch ihren Zigarettenkauf aber unter Umstanden den von Armut bedrohten Menschen an der EU-Aussengrenze helfe, auf diese Idee sei sie noch gar nicht gekommen. Diese Begebenheit lasst die Komplexitat des heutigen Zigarettenschmuggels erahnen, der sowohl die Europaische Union (EU) als auch angrenzende Staaten umfasst. Waren und Menschen uberqueren oft mehrere Staatsgrenzen, bis die Zi- rette von ihrem Fertigungsort zum Konsumenten gelangt. An der weit verzweigten Handelskette verdienen viele Personen in vielen Landern und in unterschiedlichen Funktionen: Verkaufer, Transporteure, Lageristen, um nur einige von ihnen zu nennen. Letztlich lohnt sich der Kauf von Schmuggelware auch fur den End- nehmer, was die Voraussetzung fur die Wirtschaftlichkeit des Schmuggels ist.
