governments of BC realised a long-held goal of building an
organisation to provide a unified voice for local governments --
the Union of British Columbia Municipalities. UBCM, which continues
to serve as the voice for local governments, commemorates their
achievements in this book. It is compiled, researched and written
by a team at UBCM, chiefly Yale graduate and planner Harmony Folz,
