The recovery of stratospheric ozone is estimated to take time and ele vated levels of UV-B radiation are expected to occur throughout most of the next century. In various ways, which are incompletely understood, UV-B affects a wide range of physiological and ecological processes. Remarkably, recent field studies indicate that enhanced UV-B does not markedly affect photosynthesis, growth and primary production, but rather interferes with plant morphogenesis and plant and ecosystem functions relating to the secondary metabolism. This special issue and book UV-B and Biosphere is an attempt to cover this range and to report the progress made in the research of ecological effects of enhanced solar UV-B radiation. The papers in this book formed the basis of an international workshop entitled' UV-B and Biosphere', December 15-18, 1995, in Wageningen, The Netherlands. A first reaction of Hans de Boois on the number of papers and sessions scheduled from Friday to Sunday morning was: far too many."

Rapid advances in technology will produce man-in-the-loop and autonomous UAVs that will serve as force multipliers. Man-in-the-loop systems are vulnerable to communications jamming while autonomous systems do not provide the flexibility required or present a moral dilemma. Manned combat aircraft will be required to deal with uncertainty and chaos. UAVs will increase the requirements for highly trained airmen. The Air Force must exploit the advantages offered by the UAV. UAVs will play a significant role in future operations. However, as a warfighting institution, the Air Force must not forget the significant contribution of the human operator. The UAV is a force multiplier and nothing more. This technology will augment, not replace, the human operator. Airmen are critical to the functioning of the Air Force and they will continue to be well into the next century.

On April 19, 1933, John Maynard Keynes delivered a lecture at University College Dublin on 'National Self-Sufficiency' to an audience that was largely composed of the political and intellectual elite of the still young Irish Free State. 'Keynes in Dublin' looks at the circumstances surrounding that famous lecture and particularly the political aspect of Keynes's visit at a time when relations between the new Free State government led by Eamon de Valera and the British government were greatly strained. In an important new contribution to Keynesian studies, the author provides a fresh way of looking at what Keynes had to say in his lecture. In particular, he demonstrates that the definitive version of 'National Self-Sufficiency' is not that included in Keynes's 'Collected Writings' but is the version published in the Irish journal 'Studies' in 1933, which also matches exactly a handwritten manuscript prepared by Keynes. He also shows that the lecture can only be fully understood within the context of the Irish political situation at the time of its delivery.
