While water is an increasingly scarce resource, most existing methods to allocate it are neither economically nor environmentally efficient. In these circumstances, water markets offer developed countries a form of regulatory response capable of overcoming many of the shortcomings of current water management. The debate on water markets is, however, a polarized one. This is mostly a result of the misunderstanding of the roles played by governments in water markets. Proponents mistakenly portrayed them as leaving governments, for the most part, out of the picture. Opponents, in turn, understand commodification of water and administration by public agencies as incompatible. Casado Perez argues that both sides of the debate overlook that water markets require a deeper and more varied governmental intervention than markets for other goods. Drawing on economic theories of regulation based on market failure, she explains the different roles governments should play to ensure a well-functioning water market, and concludes that only the visible hand of governments can ensure the success of water markets. Casado Perez proves her case by examining case studies of California and Spain to assess the success of their water markets. She explores why water markets were more extensively institutionalized in California than in Spain in the first ten years since their introduction and how the role of governments in each case study impacted water market operation. This unique analysis of governmental roles in water markets, alongside qualitative studies of California and Spain, offers valuable guidance to understand environmental markets and to face the challenges presented by water management in regions with periodical droughts.

This book presents an overview of the most recent advances in nonlinear science. It provides a unified view of nonlinear properties in many different systems and highlights many new developments. While volume 1 concentrates on mathematical theory and computational techniques and challenges, which are essential for the study of nonlinear science, this second volume deals with nonlinear excitations in several fields. These excitations can be localized and transport energy and matter in the form of breathers, solitons, kinks or quodons with very different characteristics, which are discussed in the book. They can also transport electric charge, in which case they are known as polarobreathers or solectrons. Nonlinear excitations can influence function and structure in biology, as for example, protein folding. In crystals and other condensed matter, they can modify transport properties, reaction kinetics and interact with defects. There are also engineering applications in electric lattices, Josephson junction arrays, waveguide arrays, photonic crystals and optical fibers. Nonlinear excitations are inherent to Bose-Einstein Condensates, constituting an excellent benchmark for testing their properties and providing a pathway for future discoveries in fundamental physics.

The symposium "Prehistoric Iberia: genetics, anthropology and linguistics" was held in the Circulo de Bellas Artes, Madrid on 16th -17th November 1998. The idea was bringing together specialists who could address not clearly resolved historic and prehistoric issues regarding ancient Iberian and Mediterranean populations, following a multidisciplinary approach. This was necessary in the light of the new bulk of genetic, archeological and linguistic data obtained with the new DNA technology and the recent discoverings in the other fields. Genes may now be easily studied in populations, particularly HLA genes and markers of the mitochondrial DNA and the Y chromosome. Basques, Iberians, North Africans, Berbers (Imazighen) and Mediterraneans have presently been widely studied. The genetic emerging picture is that Mediterraneans are closely related from West (Basque, Iberians, Berbers) to East (Jews, Lebanese, Cretans); however, Greeks are outliers in all the analyses done by using HLA genes. Anthropologists and archeologists showed how there was no people substitution during the revolutionary Mesolithic-Neolithic transition; in addition, cultural relationships were found between Iberia and predinastic Egypt (EI Badari culture). Basque language translation into Spanish has been the key for relating most Mediterranean extinct languages. The Usko-Mediterranean languages were once spoken in a wide African and European area, which also included parts of Asia. This was the "old language" that was slowly substituted by Eurasian languages starting approximately after the Bronze Age (or 2,000 years BC).

1.1 General Framework In most arid and semi-arid countries, water resource management is an issue that is both important and controversial. Most water resources experts now acknowledge that water conflicts are not caused by physical scarcity but are mainly due to poor water management (Rosegrant et al. 2002; Benoit and Comeau 2005; Comprehensive Assessment of Water Management in Agriculture 2007; Garrido and Dinar 2010, among others). The scientific and technological advances of the past 50 years have led to new ways to solve many water-related conflicts, often with tools that seemed unthinkable a few decades ago (Llamas 2005; Lopez-Gunn and Llamas 2008). This study deals with the estimation and analysis of Spain's water footprint, both from a hydrological and economic perspective. Its ultimate objective is to report on the allocative efficiency of water and economic resources. This analysis can provide a transparent and multidisciplinary framework for informing and optimising water policy decisions, contributing at the same time to the implementation of the EU Water Framework Directive (WFD) (2000/60/EC). It also responds to the current mandate of the Spanish Ministry of Environment and Rural and Marine Affairs, which recently issued instructions for drafting river basin management plans in compliance with the EU Water Framework Directive, with a deadline of end of year 2009 and then every 6 years (BOE 2008).
