Two things were made especially apparent by the invasion by Iraq of Kuwait in August 1990. In the first place, the region has again shown itself to be politically volatile, and there is no compelling reason to suppose that this will not potentially remain the case. In the second place, it has been forcefully demonstrated that the world cannot, or will not, ignore the Gulf: the area is at the heart of a sensitive global web of intertwined economic and strategic interests. This book, however, is not intended as an essay on the problems between Iraq and Kuwait. It has to do with something quite different and more fundamental - the interests enjoyed by the rest of the world in the small Gulf region.
