In 1990s Los Angeles, unlikely partners Kern County Deputy Sheriff Joe 'Deke' Deacon (Washington) and LAPD detective Jim Baxter (Malek) join forces to hunt down a serial killer terrorising the city. They think they have found their killer when they arrest oddball loner Albert Sparma (Leto) but are frustrated in their attempts to prove his guilt, leading to clashes between the two officers as Deke wrestles with the trauma of an old case.
