Die kraft Grundgesetz verbriefte "Allzustandigkeit" der deutschen Gemeinden wird in der politischen Wirklichkeit mehrfach zuruckgestutzt, ja amputiert. Doch spiegelt sich in dieser verfassungsrechtlichen Norm die Vielfalt und Breite lokaler Politik und ihrer Problemlagen durchaus wieder.
