This book examines the global regulation of biodiversity politics through the UN UNConvention on Biological Diversity (CBD), the WTO and other international treaties. Using historical-materialist state and regulation theory, it assesses how the discourse and politics of sustainable development have contributed to the internationalisation of the state.

The authors argue that sustainable development, far from being a fixed concept, is a conceptual terrain on which different and conflicting symbolisations of and solutions responses to of the ecological crisis struggle for hegemony. Furthermore, it shows that the international multilateral environmental organisations agreements are not at all a means to counteract neoliberal globalisation but, on the contrary, form an integral part of the ongoing transformation process. Focussing on the UN Convention on Biological DiversityCBD, the FAO International Treaty on Plant Genetic Resources for Food and Agriculture and the Agreement on Trade-related Aspects of Intellectual Property Rights (TRIPS) in the World Trade Organisation, this co-authored volume addresses the following issues:

Diese Ressour cen sind von beachtlichem Wert vor allem fur diejenigen Industriezweige, die neuerdings unter dem Stichwort "Li fe Sciences" und mit den Mitteln der modernen Biotechnologien die Bereiche Gesundheit und Ernahrung als zen trale Investitionsfelder der Zukunft entdeckt haben. Einrichtungen wie die Organisation fur wirtschaftliche Zusammenarbeit und Entwicklung (OECD) oder das Umweltprogramm der Vereinten Nationen (UNEP) beschaftigen sich seit einigen Jahren ausgiebig mit der Berechnung des wirtschaftlichen Werts von Tropenwaldern, Tierarten, Blutenpflanzen, unterschiedlichen Bo denkulturen und allen Arten von Gewassern. Hinter dieser nur scheinbar ubertriebenen Zuruckhaltung stand der berechtigte Zweifel, ob es denn wirklich genugend Gemeinsamkeiten in den Entstehungsbedingungen und den Zielset zungen der viel faltigen Einzelphanomene gebe, die zudem in einem ausreichendem Sinne als neu zu bestimmen seien. Hinzu kam die Unsicherheit daruber, welche be sondere Existenzweise soziale Bewegungen uberhaupt annehmen. Heute ist diese Si tuation, vielleicht aber auch die Existenz der NEUEN SOZIALEN BEWEGUNGEN insgesamt schon Geschichte. Ihr Begriff hat sich in den Sozialwissenschaften weitge hend durchgesetzt, wahrend sich die Phanomene zumindest nicht mehr in der gleichen Starke offentlich artikulieren. Nun konnte man uber diese Merkwurdigkeit noch mit Hinweis auf die Behaup tung Hegels hinweggehen, dass eine Gestalt des Lebens immer erst dann zu begrei fen ist, wenn sie in die Jahre kommt, wenn sie selbst reif geworden ist und von der Eule der Klugheit, die bekanntlich erst in der Abenddammerung fliegt, in ihrer ferti gen Gestalt bewundert werden kann. Doch ist hier Vorsicht angebracht - vielleicht verhalt es sich auch genau umgekehrt."
