Despite its unusually rich availability of natural resources and ample base of human capital, in the last forty years Argentina suffered a poor growth performance in any cross-country comparison. Chudnovsky and Lopez's analysis includes two episodes of growth in 1964-74 and in 1991-98 that proved to be finally unsustainable, as well as the 2001 crisis, the most severe in the country's history. Since both growth episodes took place under quite different development paradigms, the Post-War Development Consensus and Washington Consensus, lessons about what went right and wrong in Argentina contributes to the debate about the virtues and failures of those paradigms. Following mainly an institutional and historical approach, but also employing rigorous economic analysis, this book offers a timely contribution to one of the big puzzles in the field of development economics.

After almost twenty-five years of experimenting with the neo-liberal economic reforms collectively known as 'Washington Consensus' policies, Latin Americans are starting to re-assess the merits of these policies - at the voting booth. Many newly elected governments are beginning to scrutinize the role of foreign direct investment (FDI) in particular, and some nations have gone so far as to nationalize foreign firms. Without endorsing or condoning the actions taken by these governments, this volume demonstrates that it is quite rational for governments in the region to re-evaluate the role of FDI for their development paths. The great promise of FDI by multinational corporations is that capital will flow into your country and be a source of dynamic growth. Beyond boosting income and employment, the hope was that manufacturing FDI would bring knowledge spillovers that would build the skill and technological capacities of local firms, catalyzing broad-based economic growth; and environmental spillovers that would mitigate the domestic ecological impacts of industrial transformation. Consisting of country case studies and comparative analyses from Latin American and U.S.-based political economists, this volume finds that when FDI did materialize if often fell far short of generating the necessary linkages required to make FDI work for sustainable economic development.

This is the first book presenting a coherent theoretical and experimental treatment of the rapidly developing field of macroscopic quantum tunneling of the magnetic moment. The theory is based on the concept of the magnetic instanton and its renormalization by the dissipative environment. The book includes discussions of the tunneling of magnetic moment in small ferromagnetic grains, tunneling of the Ne'el vector in antiferromagnetic grains, quantum nucleation of magnetic domains, and quantum depinning of domain walls. The experimental part collects the majority of recent data that are, or may be, relevant to spin tunneling. Among the topics described are low temperature magnetic relaxation and its interpretation in various systems, experiments on single particles and mesoscopic wires, and resonant spin tunneling in molecular magnets. This study of an important new field in condensed matter physics by two leading contributors to the subject will be of interest to theorists and experimentalists alike.
This volume is dedicated to Harvey Cohn, Distinguished Professor Emeritus of Mathematics at City College (CUNY). Harvey was one of the organizers of the New York Number Theory Seminar, and was deeply involved in all aspects of the Seminar from its first meeting in January, 1982, until his retirement in December, 1995. We wish him good health and continued hapiness and success in mathematics. The papers in this volume are revised and expanded versions of lectures delivered in the New York Number Theory Seminar. The Seminar meets weekly at the Graduate School and University Center of the City University of New York (CUNY). In addition, some of the papers in this book were presented at a conference on Combinatorial Number Theory that the New York Number Theory Seminar organized at Lehman College (CUNY). Here is a short description of the papers in this volume. The paper of R. T. Bumby focuses on "elementary" fast algorithms in sums of two and four squares. The actual talk had been accompanied by dazzling computer demonstrations. The detailed review of H. Cohn describes the construction of modular equations as the basis of studies of modular forms in the one-dimensional and Hilbert cases.
The New York Number Theory Seminar was organized in 1982 to provide a forum for the presentation and discussion of recent advances in higher arithmetic and its applications. Papers included in this volume are based on the lectures presented by their authors at the Seminar at the Graduate Center of C.U.N.Y. in 1985-88. Papers in the volume cover a wide spectrum of number theoretic topics ranging from additive number theory and diophantine approximations to algebraic number theory and relations with algebraic geometry and topology.
