Mobilising Politics and Society offers a timely analysis of the European Union Convention's impact on the domestic political systems, and civil society in Southern Europe. All chapters follow a common scientific template, in order to offer material for genuine cross-country comparison. In the year 2000, in Lisbon, the European Union launched an agenda for growth, jobs, sustainability and competiveness with a ten-year target. In 2010, the agenda was re-launched with different specific objectives but with the same final goals. Why do the European Union leaders engage with these ten-year plans? What exactly do they commit to when they do so? Do they learn from the results, or is this a rhetorical exercise that complex organizations need to raise attention to certain issues?

This volume is the first-ever systematic study of the Lisbon agenda of the European Union, now called Europe 2020. It explains the rise of the Lisbon agenda as governance architectures and examines its components across time and sectors.

This study explores the formation of the European Union's tax policy and asks why member states did not raise objections to it. Firstly, it examines the "Europeanization" of domestic tax policy in Italy and the UK, asking how domestic policy has changed and what is meant by "Europeanization". Secondly it puts the European Union tax policy in the wider context of tax globalization. Will the liberalization of capital movement, tax havens and the flexibility of multinationals in managing their taxable incomes wreck the European Union's fragile tax policies? In addressing these issues the study finds that knowledge is one of the most important resources in the European corporate tax process. It highlights the political problems raised by the search for rules, principles and appropriate levels of tax co-ordination and concludes that the European Union should re-consider its tax policy with new arguments.

The European Union and its member states are investing in ambitious programmes for 'better regulation' and targets of regulatory quality. This book, available in paperback for the first time, lifts the veil of excessively optimistic propositions covering the whole better regulation agenda. It provides an innovative conceptual framework to handle the political complexity of regulatory governance. It approaches better regulation as an emerging public policy, with its own political context, actors, problems, rules of interaction, instruments, activities and impacts. Focusing on the key tools of impact assessment, consultation, simplification, and access to legislation, the authors provide fresh empirical evidence on the progress made in the member states and in Brussels, drawing on an extensive research project and an original survey of directors of better regulation programmes in Europe.
