This paper suggests gaps exist between federal and state capacity when crises occur, and a method of bridging these gaps is through an Initial Response Hub (IRH). The IRH is activated by the governor, yet allows the governor to maintain control of his state's crisis up to the point that federal agencies are needed. The IRH provides timely capacity at the state level and assists the federal government should they be requested.
