In this study the views of Japan's leading experts on the globalization of Japanese business, management and industrial relations explain how traditional Japanese-style management is responding to the changes following the collapse of the bubble economy. Japanese defence and security policies have often been at odds with international norms. When one considers the war renouncing constitution, the popular response to the 1990-1 Gulf crisis, or the limitations on Japanese self-defence-forces when taking part in United Nations peace keeping operations in the early 1990s, Japan appears to be an anomoly in the international community. This study seeks to explain the nature of Japanese defence and security policies by taking account of how the people have responded to militarization and demilitarization processes in the postwar period, especially in the 1980s and early 1990s. The author shows the Japan is moving towards being a "normal" military state and explains how, even 50 years after the atomic bombings of Hiroshima and Nagasaki and the promulgation of an anti-militaristic constitution a few years later, the Japanese people are still influenced in their responses to defence and security policies by these twin experiences. This study challenges many of the preconceived notions on Japanese defense and security policies and the policy making process in Japan.

This book offers a theoretically informed empirical investigation of national media reporting and political discourse on environmental issues in Australia, China and Japan. It illuminates the risks, harms and responsibilities associated with climate change through an analysis of pollution, adopting an interdisciplinary approach drawing on both the social sciences and humanities. A particular strength of the work is the detailed analysis of the data using a range of both quantitative and qualitative techniques, enabling the authors to reveal in rich and compelling detail the complex relationship between risk and responsibility in the climate change discourse. Japan's unusual position in the realm of international politics encapsulates a three-fold juxtaposition: both in and out of Asia, both occupied by and a close ally of the United States, and both a key trade partner and a strategic rival of China. Whilst international relations theory offers a number of ways to analyse these relations, this book instead utilizes the concept of risk to provide an innovative perspective on Japan's relations with China, North Korea and the US. The book elucidates how risk, potential harm and harm are faced disproportionately by certain groups in society. This is demonstrated by providing an empirically rich analysis of the domestic implications of security relations with China, North Korea and the United States through the presence of US troops in Okinawa. Beginning with a theoretical discussion of risk, it goes on to demonstrate how the concept of risk adds value to the study of international relations in three senses. First, the concept helps to break down the boundaries between the international and domestic. Second, the focus on risk and the everyday directs us to ask basic questions about the costs and benefits of a security policy meant to secure the national population. Third, what implications do these two points have for governance?
