The workshop provided an overview of the status and perspectives of Technology Assessment (TA) in the individual countries of Central and Eastern Europe. It also showed the complexity of creation of space for TA type activities in individual countries - for independent activity of both experts and the public based on individual responsibility. The book consists of the final version of the presented papers and new contributions initiated by the workshop. Moreover, the authors reflect the ideas and incentives sounded in the discussions. The book is addressed to researchers in the fields of social science, humanities, information technology and technology assessment in particular. It may also be of interest to policy-makers and the wider public concerned with the information society.
In the context of conducting research on the consequences of scientific and tech nological advance, the Europaische Akademie is also concerned with the support of scientists in the doctoral or post-doctoral phase who are working on topics or methods within its research spectrum. The first dissertation supported by the Europaische Akademie is published in this volume of the book series "Wissen schaftsethik und Technikfolgenbeurteilung." One of the research areas of the Europaische Akademie is the scientific investi gation of environmental consequences of new technologies. Energy conversion and transportation are thereby considered as important areas of technological advance. The dissertation follows this thread by comparing the impacts of natural gas vehicles on human health and the environment with those of reference vehi cles fueled by petrol and Diesel. This question is addressed within the framework of Life Cycle Assessment, which is one important instrument of environmental Technology Assessment. Within this framework, a new method for the assessment of impacts on human health is developed and applied. In this way, the dissertation contributes to the methodological research of the Europaische Akademie in the field of Technology Assessment. The book is addressed to researchers in the fields of alternative fuels, Techno logy Assessment, and Life Cycle Assessment in particular. It may also be of inter est to decisionmakers and the wider public concerned with environmental impacts of energy conversion and transportation. It was written in English in order to be accessible to an international audience."
Information and knowledge play an increasingly important role in the implementation of public policies, in particular those of the Central and Eastern European Countries. They are involved in many respects in the elaboration of scientific programs. They are more and more present in the political decision making process and as topic for scientific conferences. They are often at the centre of international discussions on related topics, for example, differences in approaches to produce and apply knowledge or different responses to social function of information. A major lesson of these past years applies to democracy. Europeans demand more involvement in decisions that concern them. This demand goes weH beyond decision making. For public action to be acceptable and efficient, the whole process should become more democratic, from the defmition of the problems, to the implementation and the evaluation of solutions. In the context of conducting research on the consequences of scientific and technological advance, the Europaische Akademie Bad Neuenahr-Ahrweiler in Germany and the Academy of Science of the Czech Republic organised a conference on the relationship between "democracy-participation-technology assessment" in February 1999. The objective of the workshop was to express and to the problems of transition "from exchange various viewpoints and attitudes information society to knowledge society. " The great response given to the international conference underlines the need not only for Central and Eastern European Countries to take into consideration more common projects like this for the future."
Durch die Human-Genomforschung bieten sich faszinierende Moeglichkeiten fur die Pravention, Diagnose und Therapie von Krankheiten. Allerdings sind mit dieser Forschung - insbesondere mit der Anwendung der gewonnenen Ergebnisse in der medizinischen Praxis - auch Risiken verbunden. Vielfach gibt es fur den Umgang mit diesen Risiken und den damit verbundenen Entscheidungsunsicherheiten noch keine gesellschaftlich akzeptierten Prozeduren. Besonders die Anwendung genetischer Tests im Gesundheitsbereich wird zunehmend von einer breiten OEffentlichkeit und in Fachkreisen diskutiert. Neben ungeklarten naturwissenschaftlich-medizinischen Problemen stehen dabei moralische Fragen im Vordergrund. Die vorliegende Studie untersucht die wissenschaftlichen Grundlagen und gesellschaftlichen Konsequenzen der humangenetischen Diagnostik. Die Studie schliesst mit einem Empfehlungsteil der sich an Wissenschaft, Politik und OEffentlichkeit richtet.
Eine Alternative zu den etablierten Transplantationsmethoden konnte die Xenotransplantation sein, bei der von zu diesem Zweck gezuchteten, moglicherweise auch genetisch veranderten Tieren die benotigten Gewebe gewonnen werden konnten. Die vorliegende Studie ist das Arbeitsergebnis einer interdisziplinar zusammengesetzten Projektgruppe, die den aktuellen Stand der Xenotransplantationsmethodik und -technologie untersuchte und ihre Verwendung fur medizinische Zwecke beurteilte. Ausgehend von einer Analyse der Situation in der Transplantationsmedizin und einer Diskussion der Alternativen zur Allotransplantation werden in der vorliegenden Studie unter medizinischen, immunologischen, physiologischen, genetischen, virologischen, ethischen, rechtlichen und okonomischen Aspekten Anwendungsbedingungen und -moglichkeiten der Xenotransplantation gepruft und Handlungsempfehlungen fur die weitere Entwicklung der Xenotransplantation gegeben.
Das Buch spannt den Bogen zwischen der "akademischen" Ethik und den
Anwendungsproblemen und -bedingungen in der Technikgestaltung und
sollte von daher sowohl fur Theoretiker als auch fur Praktiker von
Interesse sein. Adressaten des Buches sind alle, die sich fur die
ethischen und gesellschaftlichen Probleme der Technikgestaltung
interessieren. In besonderer Weise wendet sich das Buch an die
Akteure im Feld selbst: sowohl an die direkten Technikgestalter wie
Ingenieure und Wissenschaftler, die indirekten Gestalter wie
Manager und Unternehmen, Verbande, aber auch die politische Ebene
der staatlichen Technikpolitik in Forschungsforderung und
technikrelevanter Regulierung, als auch an diejenigen, die diese
Technikgestaltung reflektierend begleiten (sollen):
