This book addresses one of the most important issues in international relations - how wars are ended. The volume draws on the direct experience of both soldiers and academics, who in each case have also been advisers on fighting and ending wars. Unlike more theoretical works, the book draws on first-hand experiences in the case studies, which include the wars in Iraq, Afghanistan, Sierra Leone and Indonesia, among others. The volume is constructed around a series of themes. The first theme is why wars start and how they can be understood, based on the assumption that knowing how, and why, wars start is fundamental to understanding how they might end. The second is what sustains wars and what makes them difficult to end. Again, once wars start, understanding what keeps them going is critical to how to end them. The third focuses on the role of external intervention in ending wars, including as a belligerent partner in war, as a peacemaking or peacekeeping force, and as a mediator between warring parties. The fourth addresses the issue of 'ripeness' and the right conditions for ending wars. The fifth addresses the modalities for ending wars and creating peace, with the sixth theme being focused on transitions to peace and what is required to help make those transitions successful. The book will be of interest to students of military, strategic and security studies, peace studies and International Relations.
This book provides a study of the war by Liberation Tigers of Tamil Eelam (LTTE) to create a separate state in Sri Lanka. It examines the ways in which this war should, in principle, have invoked 'Responsibility to Protect' principles, as well as the political, legal and practical problems involved and, ultimately, why the international community failed to act. Over the years there have been several events, including those in Rwanda, Sierra Leone, Timor-Leste, Darfur, and Kosovo, that have led the international community to accept a responsibility to protect. However, despite its overwhelming preliminary endorsement, the principles of this concept are still not universally sanctioned and there are some strong international opponents, including some countries that were initial signatories of the convention. By considering the example of Sri Lanka, the text focuses on what conditions could satisfy or demand the application of responsibility to protect. It further presents a case as to why this conflict was, and may still be, the normative responsibility of the international community. Sri Lanka and the Responsibility to Protect will be of great interest to students of South-East Asian politics, human rights, international law, ethnic conflict, security studies and IR in general.
This book is about the issues and challenges facing the implementation of the Responsibility To Protect (R2P) principle in the case of Sri Lanka. It addresses the political, legal and practical challenges that such possible implementation could confront. There have been numerous events in recent years that have led to the acceptance of R2P, including Sierra Leone, Darfur and Kosovo. The extent (or lack) of international intervention in each of these cases differs, but each raised the question of the responsibility of the international community and the role of international law. However, the R2P is not universally endorsed and has strong international opponents, including many countries noted to be signatories to the convention. Critical among those opponents to R2P is Sri Lanka. This book provides a study of the war by Liberation Tigers of Tamil Eelam (LTTE) to create a separate state in Sri Lanka, and the ways in and extent to which this war might have invoked R2P principles and in which the continuing humanitarian and political crisis may still do so. By considering the example of Sri Lanka, this book makes a unique contribution by focusing on what conditions could satisfy, or in principle demand, the application of R2P. Further, it offers an insight into the nature and consequences of the Sri Lanka war, presenting a case as to why this conflict was and may still be the normative responsibility of the international community. This book proposes and tests a 'theory of separatism' to determine if there are key commonalities as to why separatist movements rise and what fuels them. In the post-Cold War period separatism has been on the rise. Today, there are more than 100 active separatist movements, with around 70 of them engaging in violence. This book focuses on examples from Europe, the Middle East, Africa, and Asia to highlight the commonalities found across the case studies. It examines the idea of separatism, to better understand what drives movements to break away from preexisting states; demonstrates the factors which produce both violent separatism and the rise of armed non-state actors; and shows the options for the resolution of such conflict, based on considering claims for separatism from the perspectives of separatist movements. This book will be applicable for undergraduate and postgraduate students of International Relations and International Politics as well as Conflict/Peace Studies, Anthropology and Post-Colonial Studies.

Throughout the postwar history of Indonesia, the military have played a key role in the politics of the country and in imposing unity on a fragmentary state. The collapse of the authoritarian New Order government of President Suharto weakened the state and the armed forces briefly lost their grip on control of the archipelago. However, under President Megawati, the military has again begun to assert itself, and re-impose its heavy hand on control of the state, most notably in the fracturing outer provinces. Based on extensive original research, this book examines the role of the military in Indonesian politics. It looks at the role of the military historically, examines the different ways it is involved in politics, and considers how the role of the military might develop in what is still an uncertain future.

This volume examines the various aspects of territorial separatism, focusing on how and why separatist movements arise. Following nearly three decades of conflict and a series of failed ceasefire agreements, on 15 August 2005, the separatist Free Aceh Movement (GAM) and the Government of Indonesia reached an historic peace agreement to end the fighting and to give Aceh a high degree of genuine autonomy. The catalyst for the talks that produced this agreement was the devastating tsunami of 26 December 2004, which left almost 170,000 dead or missing in Aceh and destroyed most of the populated low-lying areas. Despite the massive destruction, the peace talks were conducted under an intensified military campaign. GAM made a major concession to the talks by announcing early that it was prepared to negotiate an outcome other than complete independence. The Indonesian side, however, under pressure from the military and "nationalists" in Jakarta, pressed for GAM to accept a minor reworking of the status quo. The international community, meanwhile, just pressed for a settlement. In the end, the Indonesian government also compromised, and the two parties reached an agreement that was intended to end the fighting and to address many, if not all, of GAM's outstanding claims. Despite opposition to the talks process, and to compromise, the outcome was increasingly seen both in Jakarta and in Aceh as a "win-win" situation, and as a further significant step in Indonesia's continuing process of reform and democratization. Peace in Aceh offers an insider's personal account of that peace process and is required reading for anyone wishing to understand this troubled province. DR. DAMIEN KINGSBURY is Associate Professor in the School of International and Political Studies and Director of International and Community Development at Deakin University, Victoria, Australia. He was political adviser to GAM for the peace talks and assisted in drafting and negotiating key elements of the peace agreement.
