After years of near ?disrepute? in official circles, Industrial Policy has made something of a comeback over the last few years and is now very much back on the agenda at national and EU levels, driven by concerns over globalisation, deindustrialisation, unemployment and perceived poor growth in the EU. Simultaneously, the European Commission's Fourth Report on Economic and Social Cohesion has kicked off the debate over challenges to cohesion, the shape of EU Cohesion policy beyond 2013, and how resources should be managed. This debate will find added momentum with the imminent ?mid-term? review being launched by the Commission. Discussions over the success or not of the Lisbon Agenda, on-going debates over cluster policies, and recent developments in policy evaluation have also contributed to a burgeoning academic literature over the last eighteen months. The pressure for more fiscal devolution and other economic powers in the devolved nations has increased demands for greater economic decentralisation in the regions and sub-regions of England. This edited collection constructs an analytical narrative that draws on the evidence of the Scottish experience and expert testimony from the Smith Commission and other policy advisors. Drawing on ideas from fiscal federalism and agglomeration economics, the contributors examine the reorganisation and restructuring of economic territories within the UK. What is apparent in the UK experience of asymmetrical devolution is that many of the complex issues surrounding decentralised economic governance are not going to be addressed through simple expedients. The pertinent question is what should be the appropriate institutional logics and formal policy bailiwicks underpinning a new constitutional settlement? In other words, what new governmental powers and accompanying forms of governance are needed to achieve a more economically and spatially balanced economy?

During recessions, they face important challenges: on the one hand they have to cope with increasing demand for services and on the other hand they may face a decrease in their income due to the slowdown in the economy. And with the shift from local government to local governance in the last 10 years, they also have an increasing role in terms of coordinating various organisations in the delivery of local services. This book begins by looking at the potential impacts of downturns and economic shocks on firms, workers, communities and places, both in the short and long term (Part I). Part II then looks at interventions and responses that local authorities can put in place on their own or in partnership with other local, regional and/or national actors to try to deal with these differential impacts. Building on these insights, part III offers international perspectives, outlining the role of local authorities during the recession in France, Canada and Australia. These examples and cases highlight some key variations in the availability of resources at the local level across countries and shed light on the way particular economic situations and governance contexts influence local authorities' responses. This section also includes work by the OECD LEED Programme which surveys cities worldwide and which looks at the application of the 'Barcelona Principles'. Overall, the volume makes a fresh contribution to understanding local economic development and governance by providing a unique perspective and original data on the way local authorities have dealt with the recent economic shock across countries. Looking ahead, the book also raises some important issues in relation to local and regional governance and policies to foster long term, sustainable economic recovery. This revised and updated second edition maintains the content and spirit of the first edition and includes a new chapter, "Recent Experiences," that provides examples of experimental mathematics that have come to light since the publication of the first edition in 2003. The portraits in this book have been personally selected by Bailey from the wide range of subjects and groups that he has captured so brilliantly over the last five decades: actors, writers, musicians, politicians, film-makers, models, artists and people encountered on his travels to Australia, India, Sudan and Papua New Guinea; many of them famous, some unknown, all of them engaging and memorable. Baileys Stardust will be accompanied by a major exhibition at the National Portrait Gallery, London, in spring 2014, which will then tour to venues on four continents. The book, like the exhibition, is structured thematically, with iconic images presented alongside many lesser-known and previously unseen portraits, and includes an illuminating introduction by the art historian Tim Marlow. Initially engaged as an assistant to John French in 1959, Bailey was contracted by British Vogue the following year. He has since worked for the French, Italian and American editions of the magazine, created album sleeves for major recording artists such as the Rolling Stones, directed television commercials, and made documentary films, including in-depth studies of Cecil Beaton, Luchino Visconti and Andy Warhol. Baileys photographs helped to define the cultural and social scene of the 1960s, and immortalising figures from the worlds of fashion, music, film and art soon elevated Bailey to the status of celebrity himself. Antonionis cult film Blow-up (1966), about a London fashion photographer, was inspired by Bailey, whose life was also dramatised recently in the BBC film Well Take Manhattan (2012), which tells the story of his 1962 New York fashion shoot with the model Jean Shrimpton. The tritone-printed images in this book have been reproduced from prints newly made by David Bailey himself for the accompanying exhibition. The photographer has been closely involved in all aspects of the design and production of the book, including page layout, the selection of the paper and the tonal density of the printed images.

Much of the critical discussion of the European political economy and the Eurozone crisis has focused upon a sense that solidaristic achievements built up during the post-war period are being continuously unravelled. Whilst there are many reasons to lament the trajectory of change within Europe's political economy, there are also important developments, trends and processes which have acted to obstruct, hinder and present alternatives to this perceived trajectory of declining social solidarity. These alternatives have tended to be obscured from view, in part as a result of the conceptual approaches adopted within the literature. Drawing from examples across the EU, this book presents an alternative narrative and explanation for the development of Europe's political economy and crisis, emphasising the agency of what are typically considered subordinate (and passive) actors. By highlighting patterns of resistance, disobedience and disruption it makes a significant contribution to a literature that has otherwise been more concerned to understand patterns of heightened domination, exploitation, inequality and neoliberal consolidation. It will be of interest to students and scholars alike.
Because of the potential ease with which transnational corporations can relocate, many governments have avoided direct attempts to intervene in their activities. Nonetheless, the major economies have adopted a wide range of policies towards transnational corporations. Some (Japan and France in particular) have been very concerned by the impact of such firms. Others (most notably Britain) have had a relatively relaxed attitude. This book offers an account of policy towards transnationals over the last 30 years or so. It features: detailed, up-to-date accounts of policy in Japan, France, Germany, the United States and Britain; the role of organizations other than governments, including trade unions, business and opposition parties; summaries of which issues have most concerned which countries overall characterizations of each country's policy stance. The result should appeal to those interested in industrial economics, international business, global political economy, and international law.

This means that even though there is a broad consensus that in some respects the impact of a transnational on an economy can be negative, there is a marked reluctance on the part of governments to try to do anything about it. Although they remain sensitive to the problems posed by transnationals, the authors of "Making Transnationals Accountable" do not accept that there is nothing that can be done to influence the behaviour of transnationals. The authors advocate a policy of monitoring their activities and use a comparative approach to show that many governments know surprisingly little about the impact of transnationals on their economies. They identify areas which governments might like to know more about. In an attempt to show what their approach might mean in practice, they draw upon the new techniques developed in social accounting to prepare a detailed social and economic account of "Glaxo".
