Auf der anderen Seite wird Personalentwicklung dort, wo sie fester Bestandteil der Organisationsstruktur ist, oftmals nur auf Mitglieder des oberen und mittleren Managements angewandt.4 Dieser Missstand fuhrt zu einer sich schleichend ausbreitenden Qualifikationslucke der Mitarbeiter und setzt langfristig eine Negativspirale in Kraft, die von weiteren Umsatzruckgangen und kostenbedingtem Personalabbau gepragt ist. Um die Brisanz dieses Prozesses zu illustrieren und mogliche Handlungsalternativen aufzuzeigen, werde ich zunachst eine kurze Einfuhrung in den Bereich der Dienstleistungen und deren klassische Definition geben. Anschliessend wird der Bereich des Einzelhandels (eingebettet in den Gesamtkontext der gegenwartigen Entwicklungen des Dienstleistungssektors) systematisiert, seine vier Hauptauspragungen in Deutschland dargestellt und zukunftige Entwicklungen prognosti ziert (Kapitel 2).
