In the second half of the nineteenth century a new kind of social and cultural actor came to the fore: the expert. During this period complex processes of modernization, industrialization, urbanization, and nation-building gained pace, particularly in Western Europe and North America. These processes created new forms of specialized expertise that grew in demand and became indispensible in fields like sanitation, incarceration, urban planning, and education. Often the expertise needed stemmed from problems at a local or regional level, but many transcended nation-state borders. Experts helped shape a new transnational sphere by creating communities that crossed borders and languages, sharing knowledge and resources through those new communities, and by participating in special events such as congresses and world fairs.

Interwar European minority questions have been predominantly discussed in the context of Eastern Europe until now. This open access book challenges that geographical emphasis by examining both Eastern and Western European experiences. It thus lays the foundation for a new comparative international history of the relations between national majorities and minorities in Europe after the Great War. Building on the assumption that nationalist conflicts are based on dynamic interactions between multiple actors, this book brings together different perspectives and methodological approaches (political, social and transnational) to provide a comprehensive account of minority questions between the two World Wars. This volume gathers contributions at the intersection of history and politics. The essays, covering such topics as diverse as Italian identity in the Tientsin concession, international refugee policies in the interwar period and after, and the myths and realities of the Ukrainian-Russian encounter in independent Ukraine, show that history provides better grounding as well as a more suitable paradigm for the study of politics than economics or other hard sciences. All of the contributors have a common link - doctoral work supervised and shaped by Professor Andre Liebich - but have since expanded widely in the world. Hence, the authors of this work at once share a common base and yet benefit from diverse viewpoints.

Examining the concept from a historical perspective, Davide Rodogno explores the understudied cases of European interventions and noninterventions in the Ottoman Empire and brings a new view to this international practice for the contemporary era. While it is commonly believed that humanitarian interventions are a fairly recent development, Rodogno demonstrates that almost two centuries ago an international community, under the aegis of certain European powers, claimed a moral and political right to intervene in other states' affairs to save strangers from massacre, atrocity, or extermination. On some occasions, these powers acted to protect fellow Christians when allegedly "uncivilized" states, like the Ottoman Empire, violated a "right to life." Exploring the political, legal, and moral status, as well as European perceptions, of the Ottoman Empire, Rodogno investigates the reasons that were put forward to exclude the Ottomans from the so-called Family of Nations. Davide Rodogno shows that international 'relief' and 'development' were intertwined long before the birth of the United Nations with humanitarians operating in a region devastated by war and famine and in which state sovereignty was deficient. Influenced by colonial motivations and ideologies these humanitarians attempted to reshape entire communities and nations through reconstruction and rehabilitation programmes. The book draws on the activities of a wide range of secular and religious organisations and philanthropic foundations in the US and Europe including the American Relief Administration, the American Red Cross, the Quakers, Save the Children, the Near East Relief, the American Women's Hospitals, the League of Nations and the International Committee of the Red Cross.
