Family comedy adventure which sees two orphans deciding to rescue a city's stray dogs. On a trip downtown, the kids discover an old disused hotel that would be ideal for their needs. When they discover some of the local strays have already made it their home, they decide to take it one step further, turning the hotel into a refuge, and pleasure palace, for every stray mutt they can possibly find. But all the activity soon brings them to the notice of the police and the local dog-catchers, who valiantly, if stupidly, try to close down the operation.
