The goal of this book is to present a visionary reexamination of the status of student affairs preparation and practice by some of the field's leading thinkers. Yet many economists also recognize that the current framework can offer misleading and incomplete results. Current CEA methods imply that health improvements are equally valuable to those in good health and poor health, which fails to recognize the increased value of health improvements for those with severe illness or disability. Valuing Health introduces the generalized risk-adjusted cost-effectiveness (GRACE) model as a more accurate method for determining the value of medical treatments and technologies. The GRACE model generalizes the underlying CEA assumption of constant gains in health care, demonstrating through diminishing returns the greater economic value of improving the quality of life for individuals with disability or severe illness. Valuing Health also provides sensitivity analyses to show how value measurements change alongside key parameters, including the potential effects of various combinations of risk preferences on the aggregate value of treating a defined population with any set of available treatments. It concludes with a discussion of the ethical differences between the CEA and GRACE methods and outlines steps for implementing the GRACE model to replace standard CEA as the proper method for valuing medical interventions. This thesis examines the application of iris recognition technology to the problem of keeping smart cards secure. In order to understand the technology, a comprehensive literature review was conducted. The biological components of the iris were examined to ensure that they were truly random in development and static through the lifetime of the individual. Specifically, the physical structure of what comprises the iris was examined in detail. The data gathered indicates that the iris is formed early in development, random in structure, and stable throughout the person's lifetime. ext, the iris recognition process and resulting recognition code was examined to determine how it could be used. Examination of methods to eliminate counterfeit codes and the randomness of independent codes was vital. Statistics on reliability of the iris recognition process were also examined. Iris recognition was found to be exceptionally reliable, difficult to counterfeit and fast to use. n order to ensure security, the cryptographic strength of the iris recognition code was examined. It was necessary to determine the time necessary to break the iris recognition code should the smart card be compromised. Due to the randomness of the code, exhaustive searches are the only viable means of breaking the code and the time durations to accomplish this are excessive. Additionally, smart card technology was examined to determine if existing technology could store the necessary iris recognition information for use in identity verification. Current processing ability and storage requirements of smart cards exceed the minimum requirements for use of iris recognition technology. The conclusion of this thesis is that iris recognition technology is a viable means of securing smart cards against unauthorized access with high reliability, confidence and speed.
This paper addresses the subject of diversity. The changing demographics in America projects by the year 2000, almost two-thirds of new entrants into the workforce will be women, and 29 percent will be non-white. The key to successful leadership will be an understanding and awareness of diversity in the organization. This definition paved the evolution of diversity around five approaches: (1) the golden rule, (2) assimilation, (3) righting the wrong, (4) culture specific approach, and (5) the multicultural.The prevailing idea on diversity broadens the scope and defines diversity as any mixture of items characterized by differences and similarities. The key here is the inclusion of similarities and synergy created between differences and similarities to achieve an effective workforce reflective of the America society. Two such tools are the diversity management process and the diversity paradigm options for action.In conclusion, diversity has made significant improvements in the lives of the American workforce.
