United States Diplomatic Codes and Ciphers, 1775-1938 is the first basic reference work on American diplomatic cryptography. Weber's research in national and private archives in the Americas and Europe has uncovered more than one hundred codes and ciphers. Beginning with the American Revolution, these secret systems masked confidential diplomatic correspondence and reports. During the period between 1775 and 1938, both codes and ciphers were employed. Ciphers were frequently used for American diplomatic and military correspondence during the American Revolution. At that time, a system was popular among American statesmen whereby a common book, such as a specific dictionary, was used by two correspondents who encoded each word in a message with three numbers. In this system, the first number indicated the page of the book, the second the line in the book, and the third the position of the plain text word on that line counting from the left. Codes provided the most common secret language basis for the entire nineteenth century. Ralph Weber describes in eight chapters the development of American cryptographic practice. The codes and ciphers published in the text and appendix will enable historians and others to read secret State Department dispatches before 1876, and explain code designs after that year.

The scientific and practical interest in coronands (crown ethers), cryptands, podands as complexing agents for cations as well as for anions and neutral low molecular species is undeniable 1,2). The chemistry of crown compounds is steadily increasing. About 250 original papers dealing with crown chemistry appeared only in 1980. New molecules. with crown ether properties are constantly synthesized and new applications discov, ?red. Owing to lack of space, only a small number of the original publications is men tioned here. Thus, in the literature compilation only some, but relevant works are selected for each chapter. Whenever possible, reference is made to reviews or review-like articles alone by means of which origin, al works can be consulted. The reviews given under ref. 1) are considered to be the most relevant. The formulae presented in the figures should be understood as representative structures outlining a specific field. 2 Classification of Oligo-/Multidentate Neutral Ligands and of their Complexes Today, a distinction is made between the classical ring oligoethers (crown ethers) and monocyclic coronands, oligocyclic spherical cryptands and the acyclic podands with respect to topological aspects 3). Geburtstag eine Einleitung voraus zuschicken. Mehr als die Spanne eines Menschenalters verbindet mich mit dem Jubi lar. Gemeinsam haben wir mancherlei Werde- und Wandlungsvorgange erlebt. GefUhle des Dankes und der Bewunderung, aber auch der Er munterung und Hoffnung drangen sich mir auf. Lehren ist immer auch schwebendes wechselseitiges Geben und Empfangen. Mehr und mehr spurt aber der Altere, wie sich die Waage einseitig senkt und wie der Leh rer von einst zum Lemenden des einstigen Schiilers wird. Das war mir nie schmerzlich, sondem immer bereichemd. Unsere biologische Waage ist zuverlassig geeicht; daher sind Natur- und Lebensgesetze widerspruchs los, doch nicht untatig anzuerkennen. Ein alter Chef ist Chronist aus Neigung; er darf auswahlen. In den letzten Jahren hat sich die Kinderpathologie entsprechend der schon seit langer Zeit spezialisierten Neuropathologie zu einem Spezialfach der Pathologie entwickelt. Dem allgemein tatigen Pathologen entgehen deshalb vielleicht etwas die auf dem sich rasch entwickelnden Spezialgebiet der Padopathologie gewonne- nen neuen Erkenntnisse. Aber auch der Padopathologe braucht eine praktische Anleitung fur viele der recht speziellen Probleme der Kinderpathologie. B. IVEMARK, Kinder-Pathologe am Karo- linska-Institutet in Stockholm, hat in seinem Buche Barnpato- logi eine vorzugliche kleine ubersicht kinderpathologischer Pro- bleme geschaffen. Es handelt sich um ein eigenwilliges Buch, in dem nur solche Probleme behandelt werden, die den Autor speziell interessieren. Dafur sind diese Kapitel von ganz besonderem Wert, da sie die grosse persoenliche Erfahrung des Autors widerspiegeln. Spezielle Bedeutung wird auch den bioptischen Untersuchungs- methoden zugemessen. Das Buch vermittelt damit auch dem klinisch tatigen Padiater eine sehr gute ubersicht der bioptischen Diagnosemoeglichkeiten. Das 1971 erschienene Buch war bisher leider nur in schwedi- scher Sprache erhaltlich. Dank den Bemuhungen von Fraulein E. WEBER liegt nun auch eine deutsche, zum Teil von B. IVEMARK vollkommen neu bearbeitete Auflage vor. Dank gebuhrt auch den Herren Drs. E. LoeHRER und P. SONDEREGGER, die die uber- setzung kontrolliert haben, sowie Fraulein M. MICHEL und Frau- lein H. W ANNER fur die Bearbeitung des Manuskriptes und der Korrekturen.

Die 1974 in der Tragerschaft des Landschaftsverban- des Rheinland eroffnete Rheinische Landesldinik Koln ist mehr als ein Krankenhaus: in ihr wurde die Einheit medizinischer, psychotherapeutischer und so- zialer Hilfestellungen fUr psychisch Kranke verwirk- licht. Als psychiatrisches Behandlungszentrum zu- standig fUr die umfassende psychiatrische Versorgung der Stadt Koln (mit Ausnahme eines Siidstadt- und eines weiteren N ordstadtbezirks) entspricht ihre Auf- gabenstruktur den Leitlinien der Enquete zur Lage der Psychiatrie in der Bundesrepublik. Neben einer Gleichstellung der psychisch Kranken mit den kor- perlich Kranken wurde darin ein regional geglieder- tes, abgestuftes System leistungsfahiger, einander er- ganzender und leicht erreichbarer psychiatrischer und sozialer Einrichtungen vorgegeben, das psychisch Kranken nach Art und Grad ihrer Beeintrachtigung jeweils die bestmogliche Hilfe zuteil werden laBt. Der Institutsambulanz - in Koln erstmals in der Bundes- republik verwirldicht - wurde in diesem neuartigen System umfassender Versorgung eine integrale Funk- tion zugewiesen. Ohne den Anspruch umfassender psychiatrischer Versorgung zu relativieren, sollte zu- gleich der Anteil zwangsweiser Unterbringungen psy- chisch Kranker moglichst niedrig gehalten werden. Angeregt durch die KIinik wurde bereits Anfang 1975 eine Arbeitsgruppe mit Richtern des Landgerichts VI Vorwort Koln, der Amtsgerichte des Landgerichtsbezirks Koln sowie Mitarbeitern des Gesundheitsamtes und der Ordnungsbehorden ins Leben gerufen. Diese hat seit- dem 2mal jahrlich Konferenzen abgehalten, die den jeweils aktuellen Problemen der Grenzbereiche zwi- schen Psychiatrie und Recht gewidmet waren. Als er- stes Ergebnis dieser gemeinsamen Arbeit ist der nach- folgende Beitrag entstanden.
