Looking at how specific Canadian public policy fields are being
increasingly affected by globalization and internationalization
factors and processes, this book also examines how these factors
and processes have varied across policy fields and why these
variations have occurred. All policy fields in Canada, such as
foreign policy, social policy, trade policy, and environmental
policy, have been directly influenced by the overall forces of
globalization. Globalization, in this sense, refers to the
accelerated processes of economic production and investment choices
combined with massive technological changes in computers and
telecommunications. But there is also a more intermediate set of
effects and processes between the policy fields and globalization:
these are the internationalization factors and processes. These
would include policy instruments, international agencies and
sovereignty issues, as well as ideas and discourse.
This volume is the culmination of an objective, in-depth study
of the aggressive attack on the Alberta deficit launched by Premier
Ralph Klein's government in 1993. Klein's was the first Canadian
province to introduce drastic measures to eliminate its
deficit-solely by means of expenditure cuts. After only two years,
a $3.4 billion deficit had become a $958 million surplus. A
Government Reinvented answers the question, 'How was this goal
achieved so quickly?'
The research needed to answer this question was distributed
among nine experts in the fields of economics, education, and
political science. The resulting papers were presented and
critiqued at a conference in Banff, Alberta in November 1995.
A Government Reinvented features the revised research papers,
with parallel commentaries by specialists in economics, law, and
public administration. The book examines not only the Klein
government's specific cost-cutting strategies, but also general
topics such as: theories of government budgeting and bureaucracy,
institutional design and public policy, and the delivery of
government services.
This work contains much of the best new research on Canadian-Jewish
society, politics, and history by leading scholars in these areas.
By examining the achievement of the community and the challenges it
faces, this clarifies not only the evolution of Jewish people, but
the evolution of ethnicity in Canadian society. The authors compare
and contrast modern Canadian Jewry with their own past and their
counterparts in the United States. They explore the sources for
similarities and differences. The book also studies the sources and
dimensions of the challenges that the Canadian Jewish community
faces in attempt to survive the exigencies of modern life.
