Looking at discretion broadly as the exercise of controlled freedom, this edited volume introduces insights from a range of social sciences perspectives. Traditionally, discussions of discretion have drawn on legal notions of the appropriate exercise of legitimate authority specified by legislators. However, empirical and theoretical studies in the social sciences have extended our understanding of discretion, moving us beyond a narrow legal view. Contributors from a range of disciplines explore the idea of discretion and related notions of freedom and control across social and political practices and in different contexts. As this complex and important topic is discussed and examined, both total control and unconstrained freedom appear to be illusions.

Particular emphasis is placed both on how photochemistry contributes to these disciplines and on what the current developments are. The book starts with a general description of the interaction between light and matter, which provides the general background to photochemistry for non-specialists. The following chapters develop the general synthetic and mechanistic aspects of photochemistry as applied to both organic and inorganic materials, together with types of materials which are useful as light absorbers, emitters, sensitisers, etc. for a wide variety of applications. A detailed discussion is presented on the photochemical processes occurring in the Earth's atmosphere, including discussion of important current aspects such as ozone depletion. Two important distinct, but interconnected, applications of photochemistry are in photocatalytic treatment of wastes and in solar energy conversion. Semiconductor photochemistry plays an important role in these and is discussed with reference to both of these areas. Free radicals and reactive oxygen species are of major importance in many chemical, biological and medical applications of photochemistry, and are discussed in depth. The following chapters discuss the relevance of using light in medicine, both with various types of phototherapy and in medical diagnostics. The development of optical sensors and probes is closely related to diagnostics, but is also relevant to many other applications, and is discussed separately. Important aspects of applied photochemistry in electronics and imaging, through processes such as photolithography, are discussed and it is shown how this is allowing the increasing miniaturisation of semiconductor devices for a wide variety of electronics applications and the development of nanometer scale devices. The final two chapters provide the basic ideas necessary to set up a photochemical laboratory and to characterise excited states. This book addresses issues concerning the engineering of system prod ucts that make use of computing technology. These systems may be prod ucts in their own right, for example a computer, or they may be the computerised control systems inside larger products, such as factory automation systems, transportation systems and vehicles, and personal appliances such as portable telephones. In using the term engineering the authors have in mind a development process that operates in an integrated sequence of steps, employing defined techniques that have some scientific basis. Furthermore we expect the operation of the stages to be subject to controls and standards that result in a product fit for its intended purpose, both in the hands of its users and as a business venture. Thus the process must take account of a wide range of requirements relating to function, cost, size, reliabili ty and so on. It is more difficult to define the meaning of computing technology. These days this involves much more than computers and software. For example, many tasks that might be performed by software running in a general purpose computer can also be performed directly by the basic technology used to construct a computer, namely digital hardware. However, hardware need not always be digital; we live in an analogue world, hence analogue signals appear on the boundaries of our systems and it can sometimes be advantageous to allow them to penetrate further."

The Declaration on the Elimination of All Forms of Intolerance and of Discrimination Based on Religion or Belief, as proclaimed by the United Nations General Assembly in 1981, is the only universal human rights instrument specifically focusing on religious intolerance and discrimination. However, recent years have seen increasing controversy surrounding this right, in both political and legal contexts. The European Court of Human Rights has experienced a vast expansion in the number of cases it has had brought before it concerning religious freedom, and politically the boundaries of the right have been much disputed. This book provides a systematic analysis of the different approaches to religious rights which exist in public international law. The book explores how particular institutional perspectives emerge in the context of these differing approaches. It examines, and challenges, these institutional perspectives. It identifies new directions for approaching religious rights through international law by examining existing legal tools, and assesses their achievements and shortcomings. It studies religious organisations' support for international human rights protection, as well as religious critique of international human rights and the development of an alternative religious 'Bills of Rights'. It investigates whether expressions of members belonging to religious minorities can be considered under the minority right to culture, rather than the right to religion, and discusses the benefits and shortcomings of such a route. The New Testament is of prime importance for understanding early Jewish and Christian messianism and eschatology. Yet often the New Testament presumes a background and context of belief without fully articulating it. Early Jewish and Christian messianism and eschatology, after all, did not emerge in a vacuum; they developed out of early Jewish hopes that had their roots in the Old Testament.
