This book offers a systematic treatment of the requirements of democratic legitimacy. It argues that democratic procedures are essential for political legitimacy because of the need to respect value pluralism and because of the learning process that democratic decision-making enables. It proposes a framework for distinguishing among the different ways in which the requirements of democratic legitimacy have been interpreted. Peter then uses this framework to identify and defend what appears as the most plausible conception of democratic legitimacy. According to this conception, democratic legitimacy requires that the decision-making process satisfies certain conditions of political and epistemic fairness.

In the last fifty years, average overall health status has increased more or less in parallel with a much celebrated decline in mortality, attributed mostly to poverty reduction, sanitation, nutrition, housing, immunization, and improved medical care. It is becoming increasingly clear, however, that these achievements were not equally distributed. In most countries, while some social groups have benefited significantly, the situation of others has stagnated or may even have worsened. If health is a prerequisite to a person functioning as an agent, inequalities in health constitute inequalities in people's capability to function - a denial of equality of opportunity. So why should a concern with health equity be singled out from the pursuit of social justice more generally? Can existing theories of justice provide an adequate account of health equity? And what ethical problems arise in evaluating health inequalities? These are some of the important questions that this book addresses in building an interdisciplinary understanding of health equity. With contributions from distinguished philosophers, anthropologists, economists, and public-health specialists, it centres on five major themes: what is health equity?; health equity and social justice; responsibilities for health; ethical issues in health evaluation; and anthropological perspectives.
Rational choice theory forms the core of the economic approach to
human behaviour. It is also the most influential philosophical
account of practical rationality. Yet there are persistent
controversies about the scope of rational choice theory in
philosophy and, increasingly, in economics as well. A leading
critic is the philosopher and Nobel Laureate economist Amartya Sen,
who put forward a trenchant critique of rational choice theory in
his seminal paper 'Rational Fools'. Sen emphasizes the importance
of commitment - those aspects of human behavior which dispose
individuals to co-operate, follow norms, and identify with others.
He argues that rational choice theory cannot accommodate
commitment, and demands a more adequate account of
rationality.
Political decisions have the potential to greatly impact our lives. Think of decisions in relation to abortion or climate change, for example. This makes political legitimacy an important normative concern. But what makes political decisions legitimate? Are they legitimate in virtue of having support from the citizens? Democratic conceptions of political legitimacy answer in the affirmative. Such conceptions righly highlight that legitimate political decision-making must be sensitive to disagreements among the citizens. But what if democratic decisions fail to track what there is most reason to do? What if a democratically elected government fails to take measures necessary to protect its population from threats related to climate change? Peter argues that the legitimacy of political decisions doesn't just depend on respect for the citizens' will; and defends a novel hybrid conception of political legitimacy, called the Epistemic Accountability conception. According to this conception, political legitimacy also depends on how political decision-making responds to evidence for what there is most reason to do. Grounds for Political Legitmacy starts with an overview of the main ways in which philosophers have thought about political legitimacy, and identifies the epistemic accountability conception as an overlooked alternative. It then develops the epistemic accountability conception of political legitimacy and discusses its implications for legitimate political decision-making. Considering the norms that should govern political debate, it examines the role of experts in politics, and probes the responsibilities of democratically elected political leaders and as well as of citizens.
It is widely recognized that health is influenced by a variety of social, economic and environmental factors, and not just by access to health care. The extensive empirical literature on the social determinants of- and inequalities in- health has yet to be matched by an appreciation of the normative underpinnings of health equity. Health equity expresses a commitment of public health to social justice, which raises a series of ethical issues. Why, if at all, should a concern with health equity be singled out from the pursuit of social justice in general? What is the extent of social-as opposed to individual-responsibility for health? What ethical problems arise in evaluating population health and health inequalities? How sensitive should the pursuit of health equity be to contextual considerations in contrast to universal values? In addressing these important questions, this volume examines the foundations of health equity. With contributions from distinguished philosophers, anthropologists, economists, and public-health specialists, it centres on five major themes: what is health equity?; health equity and its relation to social justice; health inequalities and responsibilities for health; ethical issues in health evaluation and prioritization; and anthropological perspectives on health equity.
