This document is intended to provide concise practical and technical guidance on arson prosecution. It draws heavily on state arson prosecutors' guides and other literature, and on presentations made at the first in a series of conferences for arson prosecutors at the Federal Law Enforcement Training Center in Clynco, Georgia in November 1985. This document also contains a guide to key literature on arson prosecution. This guide, found in Appendix A, suggests specific readings for prosecutors desiring additional information on the topics discussed in this document. Full citations to materials cited in the text and in the guide to sources by topic may be found in the references at the end of the report.

The 9th edition of Fire in the United States covers the 10-year period from 1985 to 1994, with emphasis on 1994- the most recent year for which complete data are available. This report is designed to arm the fire service and others with a statistical overview of the fire problem that can motivate corrective action.

The purpose of this study is to analyze the circumstances surrounding fire fighter fatalities in the United States in 1987 in an attempt to identify potential means for reducing the number of deaths that occur each year. In addition to the 1987 findings, this study will also include special analyses of particular recurring scenarios, using NFPA's data base of fire fighter fatalities from 1978 through 1987.
