Yo defiendo el pacto, primeramente porque lo lleva consigo la idea federal, que es mi idea politica; luego, porque no acierto a descubrir otro medio legitimo de relacion entre entidades libres y autonomas; finalmente, porque quiero dar a todas las nacionalidades, en especial a la espanola, mas seguro y firme asiento. Todo pacto, como ensena el derecho, obliga a cuantas personas juridicas lo celebran o lo suscriben; es indiscutible que no cabe ni rescindirlo ni modificarlo por la sola voluntad de una de las partes. Da el pacto federal a las naciones una estabilidad que inutilmente se pediria a la fuerza. "Es verdaderamente peregrino admitir el pacto como base de las nuevas y no de las viejas naciones. Si, como acabo de probar, es la unica base legitima, las naciones que en el no descansan adolecen, a no dudarlo, de un vicio de origen, y se debe corregirlo. Si no es la unica, cual es la otra? La cuestion viene a quedar siempre encerrada en el mismo dilema: o la fuerza, o el pacto." (F. PI Y MARGALL).
