By 1980 the European colonial empires had disappeared from the map. Concentrating in particular on the British Commonwealth and the French colonial empire, the author shows how economic and political changes in the mother countries, the awakening national consciousness of the African and Asian peoples, and the effects of two World Wars had all compelled Europe to decolonize. He argues that although a satisfactory new order in world politics and the global economy has not been achieved in the process, the dissolution of the empires came about with remarkably little bloodshed, thereby laying a solid foundation for the future. The author concludes by looking at the legacy of the decolonized world in the late 1980s. He examines the last bastion of European colonial domination (South Africa) and discusses the emerging new North-South relations.

Ein Forschungsauftrag der Deutschen Afrika-Gesellschaft erlaubt mir, diese Arbeit uber das politische Leben in einigen Landern Afrikas vorzulegen. Das Buch sollte rasch fertiggestellt werden. Zweifellos ist es notig, das sprunghaft ge steigerte Interesse der deutschen Offentlichkeit fur Afrika durch dokumentarische Veroffentlichungen zu befriedigen. Sie sollen nicht nur die journalistische Be richterstattung in Presse, Funk und Fernsehen erganzen (und gelegentlich be richtigen), sondern vor allem den vielen Deutschen, die sich beruflich fur Afrika zu interessieren haben, hieb- und stichfeste Information an die Hand geben: den Journalisten selbst, aber auch den Technikern, Wirtschaftsexperten, Lehrern und nicht zuletzt den Politikern, die uber das Geld zu verfugen haben, das der deut schen Staatskasse in steigender Menge fur die Entwicklung Afrikas und die In formation uber Afrika abverlangt wird. Ein Beitrag zur dokumentierten Information will dieses Buch sein. Ich habe mich bemuht, moglichst oft den Afrikanern selbst das Wort zu geben, und dafur in Kauf genommen, dass der Umfang des Buches wuchs und der Fluss der Dar stellung litt. Die knappe Zeit, die mir fur Materialsammlung und Ausarbeitung zur Verfugung stand, erklart die geographische Abgrenzung; sie ist meines Erachtens zu rechtfertigen, da das Schwarze Afrika franzosischer Pragung durch seine Assoziation an die Europaische Wirtschaftsgemeinschaft (zusammen mit Madagas kar, dem bisher belgischen Kongo und dem bisher italienischen Somalia) in den kommenden Jahren besonders engen Kontakt zur Bundesrepublik Deutschland finden durfte."
