In the burgeoning literature on welfare regimes and typologies, this comparative study offers a stimulating new perspective. Kaufmann, the doyen of the sociology of social policy in Germany, emphasizes norms, culture and history, in contrast to political economy approaches. Comparing Britain, Sweden, France and Germany, Kaufmann highlights the "idiosyncrasy" of each welfare state: countries are compared with regard to their state traditions and the relationship between state and civil society; their national "social questions"; their economic systems, including the unions and labour law; social security and redistribution; and their personal social services and education. The socio-cultural approach enables Kaufmann to show that not all modern states are welfare states. Some are just "capitalism" (the USA), others are "socialism" (the former Soviet Union). In this light, the (essentially North-West European) welfare state is portrayed as a third way between capitalism and socialism.
While social welfare programs, often inspired by international organizations, are spreading throughout the world, the more far-reaching notion of governmental responsibility for the basic well-being of all members of a political society is not, although it remains a feature of Europe and the former British Commonwealth. The welfare state in the European sense is not simply an administrative arrangement of various measures of social protection but a political project embedded in distinct cultural traditions. Offering the first accessible account in English of the historical development of the European idea of the welfare state, this book reviews the intellectual foundations which underpinned the road towards the European welfare state, formulates some basic concepts for its understanding, and highlights the differences in the underlying structural and philosophical conditions between continental Europe and the English-speaking world.

The term became more prominent only after World War II. Kaufmann, the doyen of the sociology of social policy in Germany, argues that social policy" responds to the modern disjunction between "state" and "society" diagnosed by the German philosopher Hegel. Hegel's disciple Lorenz von Stein saw social policy as a means to pacify the capitalist class conflict. After World War II, social policy expanded in an unprecedented way, changing its character in the process. Social policy turned from class politics into a policy for the whole population, with new concepts - like "social security," "redistribution" and "quality of life" - and new overarching formulas, "social market economy" and "social state" (the German version of "welfare state"). Both formulas have remained indeterminate and contested, indicating the inherent openness of the idea of the "social.""

This book presents a standardized framework for the analysis of family development and family policies in Europe. It offers an accessible and coherent account of how harmonized--or not--the various countries are in terms of cultural and political attitudes towards the family, as well as institutions.
Folgen des demographischen Wandels und die Belastung der Familien durch die strukturellen Rucksichtslosigkeiten der gesellschaftlichen Verhaltnisse sind lange vernachlassigte Herausforderungen, die im kommenden Jahrzehnt die politische Agenda in der Bundesrepublik mitbestimmen werden. Der Autor hat diese Themen als einer der ersten in die wissenschaftliche Diskussion gebracht. Seine hier erstmals im Zusammenhang veroeffentlichten Analysen aus vier Jahrzehnten sind weiterfuhrende Beitrage fur ein vertieftes Verstandnis der aktuellen Probleme - u.a. zum demographischen Altern, zum Strukturwandel von Ehe und Familie, zur Familienpolitik, zu den Generationenbeziehungen und zum Wohlfahrtsstaat.

Der Sozialstaat ist eine kulturelle Errungenschaft. Der institutionalisierte Konsens uber die politische Verantwortung eines Gemeinwesens fur die Grundlagen des Wohlergehens aller ihm Zugehoerenden beruht auf normativen Voraussetzungen, die nur im Kontext von Christentum, Aufklarung und Staatstradition entstanden sind. Franz-Xaver Kaufmann geht seit 40 Jahren diesen Voraussetzugnen nach. Hier finden sich seine wichtigsten Beitrage zu diesem Thema.
I. "Und werden Sie nicht zu fett an den Fleischtopfen der Basler Chemie" ver abschiedete mich Professor Emil Kung, der Koreferent meiner Dissertation, als ich im Sommer 1960 die damalige Handels-Hochschule (jetzt Universitat) St. Gallen verliess, um eine Stelle in der Personalabteilung der CIBA Aktien gesellschaft in Basel (heute "Novartis") anzutreten. Zwischen antiken grie chischen Amphoren in der Bel Etage und den vielfaltigen Geruchen der Chemiefabriken verbrachte ich drei auch meine Einstellung zur Soziologie pragende Jahre. Meine Hauptaufgabe bestand in der Organisation von Kursen fur das mittlere Management, nach schweizer Art martialisch, Kaderkurse' genannt. Es galt, einschlagige Wissenschaftler von aussen und Fuhrungskrafte von innen fur die Erarbeitung von Lehreinheiten zu rekrutieren und sie dazu zu bringen, sich auf die Interessen und Lernmotivationen der Kursteilnehmer inhaltlich und kommunikativ einzulassen. Meine erste berufliche Beziehung zu den Sozialwissenschaften war somit die eines aussenstehenden Nutzers. Nachdem ich im Mai 1963 eine Stelle an der von Helmut Schelsky ge leiteten Sozialforschungsstelle an der Universitat Munster angetreten hatte, uberbrachte mir nach Jahresende der Postbote 1039 DM in bar vom Finanz amt als Lohnsteuerjahresausgleich, eine damals stolze Summe, die in etwa meinem Netto-Monatsgehalt entsprach. Mich wunderte allerdings diese Formlosigkeit, der jede Begrundung fur die Hohe der Summe fehlte, und so schrieb ich an das Finanzamt und bat um eine schriftliche Begrundung. Die Uberraschung war gross, als einige Wochen spater der Postbote mir zunachst eine zweite Summe uberbrachte, bevor ich die entsprechende Auskunft sei tens des Finanzamts erhielt."
Dieses Buch entfaltet soziologische Grundlagen fur eine Analyse von Sozialpolitik und Sozialstaatlichkeit. Der Autor hat diese Forschungsrichtung massgeblich mit gepragt. Die hier zusammengefassten Arbeiten Franz-Xaver Kaufmanns entfalten im ersten Teil sein erstmals auf dem Bielefelder Soziologentag 1976 vorgetragenes Programm einer soziologischen Analyse von Sozialpolitik in wirkungsanalytischer und interorganisatorischer Perspektive. Der zweite Teil beschaftigt sich mit den Konsequenzen demographischer Entwicklungen fur Sozialpolitik und Sozialstaat. Der dritte Teil enthalt seine wichtigsten Beitrage zur jungeren Sozialstaatsdiskussion und der damit verbundenen Steuerungsproblematik. Die 3. Auflage wurde um wichtige aktuelle Beitrage erweitert.
Unter dem angelsachsischen Stichwort "Public Health" werden etwa seit Ende 1986 erneut Defizite in der Bundesrepublik diskutiert, die zwar seit Jahrzehnten bekannt und beklagt sind, bisher jedoch weder zu engagierter Meinungsausserung noch gar zu Konsequenzen gefuhrt hatten. Der Nachholbedarf in der Bundesrepublik fur Gesundheitsvorsorge, Epidemiologie, soziale Psychiatrie und Gesundheitsokonomie, um nur einige Bereiche zu nennen, ist unstrittig. Die Einrichtung eines Studienganges fur Gesundheitswissenschaften an der Universitat Bielefeld (nach dem Modell der amerikanischen Schools of Public Health) bedeutet fur die Bundesrepublik einen Durchbruch. Dieses Buch umfasst die Beitrage, die erstmals auf einer Tagung zum Thema an der Universitat Bielefeld vorgestellt und diskutiert wurden. Aus der Diskussion gingen, wie in dem Band dokumentiert, die Gesundheitswissenschaften als neues Querschnittsfach hervor, nicht Teil der Medizin oder Sozialwissenschaften, sondern mit eigenem Anspruch und spezifischen Vorstellungen, wie die Probleme unseres Gesundheitswesens gelost werden konnen. Angesprochen wurden aber auch die organisatorischen Probleme, die dem direkten Zugang zu einer deutschen School of Public Health etwa im Sinne eines Universitatsinstituts fur Gesundheitswissenschaften noch entgegenstehen.
Das funfte Sonderheft der GEGENWARTSKUNDE behandelt einen The- menbereich, der in der gegenwartigen sozialwissenschaftlichen Literatur un- terbelichtet ist. Auch wenn infolge der Sakularisierung der Lebenswelt und der Modernisierung der Gesellschaft Religion zunehmend als Privatsache gilt, nehmen religioese Orientierungen im Leben vieler Mitburger einen zen- tralen Platz ein und sind kirchlich-religioese Einrichtungen und Veranstaltun- gen ein wichtiges Element der Sozialstruktur und des sozialen Lebens. In jungster Zeit unterliegen religioese Phanomene zudem hoechst kontroversen Entwicklungen: Einerseits scheint die Beteiligung am kirchlichen Leben rucklaufig, andererseits wachst das Interesse fur religioese Fragen. Das Konzept des vorliegenden Bandes prasentiert die gegenwartige Situa- tion zunachst in geschichtlicher Perspektive. Reformation und Glaubens- kriege haben den deutschsprachigen Raum wie kaum einen anderen Teil Euro- pas gepragt. Deshalb werden im ersten Teil die Folgen der Reformation und der Konfessionalisierung fur den Protestantismus und den Katholizismus nachgezeichnet. Wenn dabei auch die Verhaltnisse in OEsterreich und der Schweiz mitberuhrt werden, so geschieht dies sowohl aus Grunden der ge- meinsamen geschichtlichen Ausgangslage als auch im Hinblick auf aktuelle Vergleichsmoeglichkeiten. Veranderungen des religioesen Bewusstseins bilden den Gegenstand des zweiten Teils, wobei auch hier historische und aktuelle Gesichtspunkte zuein- ander in Beziehung gesetzt werden. Eine detaillierte Darstellung der kirchli- chen Verhaltnisse in der DDR und der Bundesrepublik - unter Einschluss des zunehmend an Bedeutung gewinnenden Islam - beinhaltet der dritte Teil, dem auch der statistische Anhang zuzuordnen ist. Von besonderem Interesse sind schliesslich die religioesen Einstellungen der nachwachsenden Generation, denen im vierten Teil gesonderte Aufsatze gewidmet werden.
