The sudden and dramatic democratization of Eastern Europe during 1989-90 was something that had not been predicted by political scientists. This text is a response to those events, in that it seeks to provide some theoretical explanations for the process of democratization in Eastern Europe and compare that experience with the democratic transitions experienced in other parts of the world. The contributions focus on the causal factors of democratization and are organized into three main sections. In the first, the process of democratization is analyzed from the domestic perspective of the countries concerned and this approach includes the investigation of long-term structural changes and historical factors. In the second, attention is focused on the struggles of social and political structures and on the emergence of multi-party and new electoral systems. The final part investigates how far democratization was influenced by external factors and considers in particular the role of reform in the Soviet Union under Gorbachev and the appeal of Western social, political and economic systems.

Coalitional behaviour is central to the Italian system of government but has been largely neglected by research. As a result, coalitions in post-war Italy have been viewed as simply unstable, short-lived and incohesive. In this book, the author corrects this one-sidedness by analysing Italian coalition politics as a continuous and dynamic process. His comprehensive, interpretative approach takes account of other new developments in coalition studies and relates his subject both to the literature on Italian politics and to the comparative study of party systems in liberal democracies. An introductory section places Italian coalitional behaviour in a theoretical and comparative context. Unlike the majority of literature on the subject, this book views the democratization process as a whole, not just as either democratic transition or subsequent regime consolidation. Economic, state-building, or other forms of transformation are included where relevant.

The focus of this work is the international dimension of democratization in eastern Europe. Coverage of this theme includes: the role of national governments and international organizations; the behaviour of non-state actors such as entrepreneurs and ethnic groups with cross-border allegiances; unintentional effects, such as those of market forces; and deliberate attempts to exercise influence, such as the use of trade barriers.;The work argues that international factors have been a principal component of, and not always favourable to, democratization in eastern Europe. This book examines how rules for environmental protection are made in Europe. It identifies the forces that shape how rules are made and why they take the form they do.

Over the last thirty years, the European Union has created a system of environmental governance in Europe. With a large number of legislative measures, the EU's environmental policy is broad in scope, extensive in detail and often stringent in effect. Environmental governance also extends to the ways in which decision making on environmental policy has become institutionalized within Europe, both at the level of the EU itself and in the practices of the member states. This work seeks to understand this new system of environmental governance both at the European level and at the level of member states. It argues that the system is multi-level, horizontally complex, evolving and incomplete. Locating developments at the European level in theories of European integration, it goes on to examine the extent of convergence and divergence in environmental policy among six member states: Germany, Spain, Greece, Italy, the Netherlands, and the UK. It then looks at the operation of the system of environmental governance through an examination of policy case studies before examining the wider political significance of these developments.
