Im Laufe der 80er Jahre fand bei den deutschen kleinen und mittleren Unternehmen ein bedeutender "Modernisierungsschub" statt: In der ersten Halfte des Jahrzehnts verstarkte die mittelstandische Industrie ihre Anstrengungen in der Forschung und Entwicklung deutlich; Fordermassnahmen des Bundes unterstutzten diese Entwicklung.
