Issues of global justice dominate our contemporary world. Incre- ingly, philosophers are turning their attention to thinking about particular issues of global justice and the accounts that would best facilitate theorizing about these. This volume of papers on global justice derives from a mini-conference held in conjunction with the Paci?c Division meeting of the American Philosophical Association in Pasadena, California, in 2004. The idea of holding a mini-c- ference on global justice was inspired by the growth of interest in such questions, and it was hoped that organizing the mini-conference 1 would stimulate further good writing in this area. We believe that our mission has been accomplished! We received a number of thoughtful papers on both theoretical and more applied issues, showing excellent coverage of a range of topics in the domain of global justice. A selection of some of the very best papers is published in this special issue of The Journal of Ethics. In particular, we tried to include papers that would re?ect some of the range of topics that were covered at the conference, to give readers a sense of both the scope of the ?eld as it is currently emerging and the direction that the debates seem to be taking. As a result of increased attention to theorizing about global j- tice, cosmopolitanism has enjoyed a resurgence of interest as well.

Appeals to need abound in everyday discussion. People make claims about their own needs all the time, and they do so in a way that suggests these should have a certain moral force. Needs also play an important role in contemporary popular discourse about social justice, climate change, obligations to future generations, dealing fairly with refugees, treating animals humanely, and critiques of consumerist lifestyles – to name just a few of the many examples. The idea of need is present in an increasing number of debates and domains. There is interest in need from several disciplines, not just philosophy, which also include psychology, economics, political science, social work and sociology. This volume, then, offers a fine introduction to an increasingly important concept in day-to-day life. In a new Foreword, Gillian Brock discusses the continuing significance of several innovative chapters in the book, indicating how they presaged new directions in philosophical conversation.

Gillian Brock develops a viable cosmopolitan model of global justice that takes seriously the equal moral worth of persons, yet leaves scope for defensible forms of nationalism and for other legitimate identifications and affiliations people have. Brock addresses two prominent kinds of skeptic about global justice: those who doubt its feasibility and those who believe that cosmopolitanism interferes illegitimately with the defensible scope of nationalism by undermining goods of national importance, such as authentic democracy or national self-determination. The model addresses concerns about implementation in the world, showing how we can move from theory to public policy that makes progress toward global justice. What do these people owe to their societies of origin? May developing societies legitimately demand that their citizens use their skills to improve life for their fellow citizens? Are these societies ever permitted to prevent their own citizens from emigrating? These questions are increasingly important, as the gap between rich and poor societies widens, and as the global migration of skilled professionals intensifies. This volume addresses the ethical rights and responsibilities of such professionals, and of the societies in which they live. Our defunct refugee system has not dealt adequately with increased refugee flows, forcing desperate people to undertake increasingly risky measures in efforts to reach safe havens. Meanwhile increased migration flows over recent years appear to have contributed to a rise in right-wing populism, apparently driving phenomena such as Brexit and Trumpism. In this original and insightful book Gillian Brock offers answers and tools that assist us in evaluating current migration policy and in helping to determine which policies may be permissible and which are normatively indefensible. Addressing global health is one of the largest challenges facing humanity in the 21st century, however, this task is becoming even more formidable with the accelerated destruction of the planet. In a period of rapid internationalization of trade and increased labor mobility, is it relevant for nations to think about their moral obligations to others? Corruption is a pervasive problem across the world and is regularly ranked as among the greatest global challenges. Considering the role that corruption plays in exacerbating deprivation and fuelling social tension, peaceful and just societies are unlikely to come about without tackling corruption. Addressing corruption should be a high priority for those concerned with poverty eradication, peace, security, and justice. Yet, curiously, corruption has not yet been the focus of any books by philosophers working on global justice topics. Corruption and Global Justice does so. The debate between cosmopolitans and non-cosmopolitans flourishes. Contributors continue to disagree over at least fourteen core issues analyzed in this work, including these questions: What is distinctive about a cosmopolitan approach to matters of justice? What does the commitment to the ideal of moral equality entail for global justice? Does membership in associations, especially national ones, matter to our duties to one another in the global context? Does the global economic order violate the rights of the poor or harm their interests in ways that require reform or redress? What is it to be a good "world citizen" and is this in conflict with local duties and being a good citizen of a state? To what extent are cosmopolitan and special duties reconcilable? Do cosmopolitan or non-cosmopolitan theories provide a better account of our obligations or a more useful framework for mediating the interests of compatriots and non-compatriots? What can be done about the poor state of global health? How are global health challenges intimately linked to the global political economy and to issues of social justice? What are our responsibilities and how can we improve global health?
