India and the European Union bear a particular responsibility: as international relations change, not least because of the global COVID-19 pandemic, the two largest democracies in the world have the unique potential to jointly demonstrate that trusting cooperation and mutual understanding are both indispensable and fruitful-all the more so in the context of increasing national egoism and disregard for the fundamental principles of multilateralism. This realisation is not new. Believing in the necessity and mutual benefit of close cooperation, India and the EU struck a strategic partnership in 2004. But resounding success in forging closer bilateral ties and promoting an inclusive, rules-based global order has proved elusive. Since 2016, however, the EU's Global Strategy has offered new opportunities for a restart of European foreign policy, envisaging new partnerships and recalibrating existing ones. On India's part, too, changing stances have presented new openings-with New Delhi criticising protectionism and calling for a strengthening of multilateralism. This timely book scrutinises the status quo and the future potential of revitalised EU-India relations. By exploring and analysing conceptual approaches to and key dimensions of the strategic partnership, including trade, climate policy and development cooperation, it evaluates the prospects for future cooperation. Lastly, it offers policy recommendations for advancing the partnership between India and the EU.

Der Band stellt Kontinuitat und Wandel der franzosischen
Europapolitik von 1981 bis heute dar. Zum Verstandnis der
europaischen Integration und der Politiken der EU sind Kenntnisse
uber Frankreichs Europapolitik unerlasslich. Der Band analysiert
die franzosische Europapolitik seit dem Amtsantritt Mitterrands. In
diesem Zeitraum hat sich Frankreichs Europa-Engagement wesentlich
gewandelt und vertieft; denn Mitterrand hatte definitiv erkannt,
dass Frankreichs Wohlfahrt und internationale Bedeutung von einer
handlungsfahigen EG/EU abhangig geworden ist. Entsprechend beugte
er sich bei den Vertragsreformen, die in seine Amtszeit fielen, der
Notwendigkeit institutioneller Neuerungen. Sein ursprunglicher
Widerstand gegen die Osterweiterung zeigt jedoch, dass ihm sehr an
der Verteidigung der europapolitischen Rolle Frankreichs gelegen
war. Der seit 1995 amtierende Neo-Gaullist Chirac hatte zunachst
einige Schwierigkeiten, die weitreichende Einbindung seines Landes
in die EU zu akzeptieren. Doch die herannahende Wahrungsunion und
Osterweiterung sowie die innenpolitische Konstellation der
Kohabitation mit dem Sozialisten Jospin zwangen auch ihn zunehmend
zu einem pro-europaischen Kurs. Im Kontext des die EU tief
spaltenden aktuellen Irak-Konflikts hat er zusammen mit Deutschland
gar eine Vorreiterrolle fur mehr Integration, besonders in der
Aussen- und Sicherheitspolitik, ubernommen, deren Tragfahigkeit
sich allerdings erst in der Zukunft wird erweisen konnen.
Das Buch bietet eine gestraffte Darstellung der wesentlichen Merkmale deutscher Europapolitik von den Anfangen der Integrationsgemeinschaft bis heute. Dabei werden drei Leitfragen berucksichtigt: Welchen Beitrag hat die Bundesrepublik Deutschland zur Vertiefung und zum Ausbau der EWG/EG/EU geleistet? Inwiefern entspricht das deutsche europapolitische Engagement den nationalen Interessen? Inwieweit ist die grundsatzlich als europafreundlich einzustufende deutsche Politik von Kontinuitat und/oder Wandel gepragt? Diese Leitfragen werden fur die einzelnen Kanzlerschaften systematisch und vergleichend eroertert. So wird fur die einzelnen Epochen deutscher Europapolitik transparent, welchen europapolitischen Zielsetzungen (Binnenmarkt, Wahrungsunion, Erweiterungen, Aussen- und Sicherheitspolitik) die Bundesrepublik verfolgte und welche institutionellen Strukturen (Supranationalitat versus Intergouvernementalitat) sie in der sich vertiefenden und erweiternden Integrationsgemeinschaft zu verankern suchte. Der Band will u.a. klaren, wie sich der Handlungs- und Gestaltungsspielraum Deutschlands in der Integrationsgemeinschaft entwickelte, um so zu einer differenzierten Einschatzung der heutigen deutschen Rolle in der Europaischen Union zu gelangen.
Frankreich entspricht in vielem kaum mehr dem Bild, das noch immer gerne gepflegt wird. Unser Nachbar im Westen ist in manchen Aspekten wesentlich "moderner" als Deutschland. Der Schwerpunkt des Bandes liegt beim politischen System. Er schliesst ab mit den deutsch-franzoesischen Beziehungen, die in wenigen Jahrzehnten von der "Erbfeindschaft" zur engen Partnerschaft fuhrten.
