In recent decades, Canada's agricultural industry, one of the world's largest, has had to adjust to global trade developments such as the North American Free Trade Agreement (NAFTA) and the World Trade Organization. Internationalization and Canadian Agriculture examines the patterns of continuity and change in Canadian agricultural policy making in important areas like farm income support programs, prairie grain marketing, supply management, animal and food product safety, and the regulation of genetically modified crops and foods. Arguing that the effects of internationalization have been mediated by Canada's political institutional framework, Grace Skogstad demonstrates how the goals and strategies of authoritative political actors in Canada's federal and parliamentary systems have been decisive to policy developments. Skogstad details the interaction between agriculture and the political economy of Canada, shows how international and domestic trade shape Canadian agricultural policies, and argues that while agricultural programs have changed, the post-war state assistance agricultural paradigm has persisted. A thorough political analysis and history of late twentieth- and early twenty-first-century Canadian agricultural policy and policy-making, Internationalization of Canadian Agriculture is an important contribution to political economy and public policy.
The Common Agricultural Policy (CAP) is a unique agricultural policy worldwide. For many years, its status as the only common European Community (EC) policy governed by EC institutions put it at the heart of European integration. Today the CAP is not the only common European Union (EU) policy. Even while it remains the sole instance of a regionally integrated agricultural policy, the CAP no longer embodies the same degree of cross-national harmonization of agricultural policy among EC/EU member states that it once did. The CAP has undergone policy reforms in the past two decades and these reforms have spawned a host of questions. What has caused the CAP to reform? How path-breaking are CAP reforms? Are they consistent with founding CAP goals or do they encompass new ideas about agriculture's place in the economy and society? And what are the consequences of agricultural policy reforms: for European farmers, consumers and taxpayers; for European 'public goods' such as environmental sustainability and preservation of rural communities and landscapes; and for third parties outside the EU, including the WTO? This book was published as a special issue of the Journal of European Integration.

In Canada many public projects, programs, and services perform well, and many are very successful. However, these cases are consistently underexposed and understudied in the policy literature which, for various reasons, tends to focus on policy mistakes and learning from failures rather than successes. In fact, studies of public policy successes are rare not just in Canada, but the world over, although this has started to change (McConnell, 2010, 2017; Compton & 't Hart, 2019; Luetjens, Mintrom & 't Hart, 2019). Like those publications, the aims of Policy Success in Canada are to see, describe, acknowledge, and promote learning from past and present instances of highly effective and highly valued public policymaking. This exercise will be done through detailed examination of selected case studies of policy success in different eras, governments, and policy domains in Canada. This book project is embedded in a broader project led by 't Hart and OUP exploring policy successes globally and regionally. It is envisaged as a companion volume to OUP's 2019 offering Great Policy Successes (Compton and 't Hart, 2019) and to Successful Public Policy in the Nordic Countries (de La Porte et al, 2022). This present volume provides an opportunity to analyze what is similar and distinctive about introducing and implementing successful public policy in one of the world's most politically decentralized and regionally diverse federation and oldest democratic polities.
Canadian Federalism is Canada's leading text on federal institutions and processes. The fourth edition provides extensive updates and covers all the significant developments of the past decade, including Prime Minister Stephen Harper's battles with the Supreme Court and Prime Minister Justin Trudeau's efforts at a more co-operative approach to intergovernmental relations. It also features two entirely new chapters - one on criminal justice and criminal law, the other on comparative federalism. Policy Paradigms, Transnationalism, and Domestic Politics offers a variety of perspectives on the development of policy paradigms -- the ideas that structure thinking about what can and should be done in a policy domain. In this collection, international experts examine how both transnational actors and domestic politics affect the structuring of these paradigms. As well as theoretical chapters, this volume includes six case studies showing ideas at work in a diverse range of policy domains from the recognition of same-sex unions to risk regulation of genetically modified organisms. These qualitative analyses show how transnational activities shape policy paradigms by building consensus on ideas about feasible and desirable public policies across authoritative decision-makers.
