Die 2004 an der Berlin-Brandenburgischen Akademie der Wissenschaften eingerichtete interdisziplinare Projektgruppe "Justizgewahrung, Staatsrason und Geheimdienste" hat sowohl Motivation und Ziele des international agierenden islamistischen Terrorismus als auch die politischen, gesellschaftlichen, militarischen und sicherheitsrechtlichen Moglichkeiten langfristiger strategischer Gegenmassnahmen untersucht. Daruber hinaus wird aufgezeigt, wie die erweiterten Handlungsbefugnisse der Sicherheitsdienste einer ebenfalls erweiterten rechtsstaatlichen Kontrolle unterworfen werden konnen.
