Studien zur Demokratisierung und Konsolidierung ehemaliger autoritiirer Regime haben unter dem Eindruck der politischen Veranderungen in vie len Teilen der Welt wahrend der letzten zwanzig Jahre an Zahl erheblich zuge nommen. Weniger Beachtung haben dabei jene Lander gefunden, die sich schein bar bereits auf den Weg einer erfolgreichen Offnung ihrer politischen Systeme begeben hatten, dann aber eine autoritiire Regression erlebten. This book provides a fresh perspective on the political agency of private entrepreneurs in contemporary China. Most Chinese scholarship describes this group as being politically acquiescent due to systematic co-optation by the party state. This book, however, argues that private entrepreneurs should be understood, and analytically conceptualized, as a 'strategic group' that makes use of different formal and informal channels to safeguard and expand its interests, though so far it has not challenged the current regime.State-business relations in contemporary China should thus be understood not in terms of mere clientelism, but as a dynamic symbiosis in which private entrepreneurs contribute substantially to policy and institutional change. This book is based on several years of comparative empirical fieldwork across China. With its rich and unique qualitative data and insights, this volume contributes significantly to our understanding of the political behaviour and impact of private entrepreneurs in contemporary China.

This monograph ties in the scholarly debate on Chinese village elections and their consequences for China's political system. It draws on comparative fieldwork conducted in six villages in two counties in Jiangxi and Jilin Provinces and one district in Shenzhen between 2002 and 2005, producing data from some 140 in-depth interviews of villagers and local officials up to the prefectural level. The major objective of this book is as much a critical assessment of the research literature of Chinese village elections published over the last fifteen years as to sharpen the reader's sight for the scope and limits of this important reform to generate regime legitimacy in the local state, an issue which has so far been neglected in the study of Chinese village elections. It hence contributes to our understanding of the nexus between political participation and cadre accountability at the grassroots, and highlights a number of factors ensuring the persistence of one-party rule in contemporary China.
