A Research Agenda for Governance (Hardcover): B.Guy Peters, Jon Pierre, Eva Sorensen, Jacob Torfing A Research Agenda for Governance (Hardcover)
B.Guy Peters, Jon Pierre, Eva Sorensen, Jacob Torfing
R3,466 Discovery Miles 34 660 Ships in 10 - 15 working days

Elgar Research Agendas outline the future of research in a given area. Leading scholars are given the space to explore their subject in provocative ways, and map out the potential directions of travel. They are relevant but also visionary. This incisive Research Agenda for Governance draws together unique contributions from leading scholars to examine the two distinct models of governance: the traditional model, based on the state and exercise of control through law and bureaucracy, and an alternative model centred on the collaboration of public and private sector actors. Introducing the essential principles and rationale of these alternative models of governance, both of which can be seen operating at all levels of government in democratic as well as non-democratic regimes, the chapters evaluate the strengths and weaknesses of the two systems. Drawing conclusions from critical areas of inquiry, including multi-level governance, the nature of governance in democratic and authoritarian regimes, and digital innovations in governance, the book offers a richly detailed insight into the respective workings of the models of governing by control and by collaboration. This Research Agenda will be an invaluable resource for academics and graduate students of public policy, regulation and governance, and public administration management. Its measured consideration of the possibilities for enhancing public innovation via alternative models of governance will also be of significant interest to employees within the public sector.

Success and Failure in Public Governance - A Comparative Analysis (Paperback, New edition): Mark Bovens, Paul 't. Hart,... Success and Failure in Public Governance - A Comparative Analysis (Paperback, New edition)
Mark Bovens, Paul 't. Hart, B.Guy Peters
R1,930 Discovery Miles 19 300 Ships in 10 - 15 working days

Why do some policies succeed so well while others, in the same sector or country, fail dramatically? The aim of this book is to answer this question and provide systematic research on the nature, sources and consequences of policy failure. The expert contributors analyse and evaluate the success and failure of four policy areas (Steel, Health Care, Finance, HIV and the Blood Supply) in six European countries, namely France, Germany, the Netherlands, the UK, Spain and Sweden. The book is therefore able to compare success and failure across countries as well as policy areas, enabling a test of a variety of theoretical assumptions about policy making and government. The book also sheds more light on the legitimacy of governance in Western Europe and goes beyond understanding the concepts of success and failure to explaining their genesis empirically. Success and Failure in Public Governance will be of interest to academics and researchers of political science, public policy and public administration as well as to practitioners of public policy.

Comparative Politics - Theory and Method (Hardcover, New): B.Guy Peters Comparative Politics - Theory and Method (Hardcover, New)
B.Guy Peters
R2,850 Discovery Miles 28 500 Ships in 18 - 22 working days

Comparative Politics provides a comprehensive, theoretical, and methodological introduction to the field of comparative politics. In the sciences, theory is tested through direct experimentation. In politics, however, social scientists cannot simply manipulate an institution or law to see what might happen. Comparisons of different political contexts are thus central to political theory. Analyzing what happens when different countries modify constitutions or party systems provides useful information about the probable consequences of such changes among diverse political orders.

The world of politics is full rich and complex factors which influence the way people vote, how policies are made, or how interest groups lobby. Written by a well-established author with an international reputation, Comparative Politics, surveys the best work in the field, examining the issues involved in an attempt to compare political systems and discussing how the methods and results of comparative politics can be improved.

This valuable survey presents a wide array of case studies to illustrate how comparative analysts devise effective methods to construct meaningful theories about political systems. All major current approaches are covered, making this essential reading for students of politics and government.

The range of approaches covered in the volume includes punctuated equilibrium models, the advocacy-coalition framework, multiple streams approaches, institutional analyses, constructivist approaches, behavioural models, and the use of instruments as an approach to public policy. The volume concludes with a discussion of fundamental issues of democracy in public policy.

Written by a well-respected health and public policy expert, this book provides a comprehensive exploration of the under-appreciated role of public health policy in the United States’ medical care industry. The book offers students: • an introduction to the fundamentals of health policy, with comparative perspectives from other countries; • analysis of major health care programmes, including Medicare, Medicaid, the Affordable Care Act and regulatory programmes; • reflections on issues around access, quality, cost and the ethics of provision. Politics of Representative Bureaucracy - Power, Legitimacy and Performance (Hardcover): B.Guy Peters, Patrick von Maravic,... Politics of Representative Bureaucracy - Power, Legitimacy and Performance (Hardcover)
B.Guy Peters, Patrick von Maravic, Eckhard Schroeter
R3,519 Discovery Miles 35 190 Ships in 10 - 15 working days

Given the ongoing discussions regarding the legitimacy of the public service in relation to both the rise of a multicultural society and of multi-level governance, representative bureaucracy remains of the utmost importance to public administration. This volume consists of apt and perceptive contributions to the debate made by authoritative writers in the field.' - Frits van der Meer, Leiden University, the NetherlandsAttempting to understand the politics of representation entails the close examination of the procedural, political, and conflicting nature of representation in public organizations. Shedding light on the study of public administration, this book provides a profound understanding of the causes, facets, and consequences of the politics of representation in the public sector. Using a comparative and interdisciplinary approach, and recognizing the inherently political nature of public bureaucracies, expert contributors extend our understanding of this salient topic. Three areas are discussed, catalysing debate about representation in the public sector: - The study of representative bureaucracy is explored, moving away from traditional viewpoints concerning passive and active representation, making room to capture additional 'channels for the expression' of interests. - Insight into the institutionalization and freezing of different types of representation is presented, drawing attention to factors that will help explain this variation among administrative systems in the future. - Lessons for theorizing public organizations are elaborated upon, to include how public sector bureaucracies play multiple and competing roles. Providing comprehensive analysis of representation in public organizations, Politics of Representative Bureaucracy will benefit scholars and practitioners alike, from comparative public administration and management, government, public policy, and diversity studies. Contributors: R. Hambleton, T. Herrschel, K.J. Meier, T.S.M. Morton, B. Guy Peters, E. Schroter, B. van Gool, P. von Maravic

Representative Bureaucracy in Action - Country Profiles from the Americas, Europe, Africa and Asia (Hardcover): B.Guy Peters,... Representative Bureaucracy in Action - Country Profiles from the Americas, Europe, Africa and Asia (Hardcover)
B.Guy Peters, Patrick von Maravic, Eckhard Schroeter
R3,846 Discovery Miles 38 460 Ships in 10 - 15 working days

This volume confronts one of the most central issues in the study and practice of bureaucracy. Questions about representativeness of public institutions raises key issues about legitimacy, especially in contexts characterised by ethnic diversity and cleavages. Debates are shaped by normatively informed positions that contrasts those in favour of representativeness with those who point to limitations and side-effects. This volume offers a set of important contributions to these debates by linking the long-standing debates about representative bureaucracy with an impressive range of country studies. This volume is a fundamental contribution to the theme of representative bureaucracy.' - Martin Lodge, London School of Economics, UKThe book explores one of the most topical issues of public bureaucracies worldwide: the relationship between the composition of the public sector workforce and the nature of the society it serves. Taking a comparative and analytical perspective, the authoritatively, yet accessibly written, country chapters show how salient the politics of representativeness have become in increasingly diverse societies. At the same time, they illustrate the wide variety of practice based on different political systems, administrative structures, and cultural settings. Providing comprehensive up-to-date information and analysis, these studies will interest scholars and practitioners alike, from comparative public administration and management, government, public policy, and diversity studies. American Federal Systems and COVID-19 - Responses to a Complex Intergovernmental Problem (Hardcover): B.Guy Peters, Eduardo... American Federal Systems and COVID-19 - Responses to a Complex Intergovernmental Problem (Hardcover)
B.Guy Peters, Eduardo Grin, Fernando Luiz Abrucio
R2,535 Discovery Miles 25 350 Ships in 18 - 22 working days

The COVID-19 pandemic struck as a global problem, a virus spreading without respect for territorial boundaries. National responses to mitigate the multi-dimensional effects provoked by the pandemic have been varied. What factors within federal systems could be related to the success or failure of their attempts to face this crisis? How have political leaders been performing in the intergovernmental arena, along with subnational levels of government? American Federal Systems and COVID-19 analyzes five American federations - Argentina, Brazil, Canada, Mexico, and United States - and how they have responded to a complex intergovernmental problem (CIP) such as the COVID-19 pandemic. Using an analytical model based on two dimensions - institutional design and political agency - this study shows how the combination between federal design and political leadership stances can develop different policy responses to face the challenge of the COVID-19. American Federal Systems and COVID-19 expands the current theoretical and empirical lens and learn what effective and ineffective actions implemented, giving essential insight to face boundary-spanning intergovernmental complex problems whose effects are very unlikely to cease anytime soon.

The Emerald Handbook of Public Administration in Latin America (Hardcover): B.Guy Peters, Carlos Alba Tercedor, Conrado Ramos The Emerald Handbook of Public Administration in Latin America (Hardcover)
B.Guy Peters, Carlos Alba Tercedor, Conrado Ramos
R4,892 Discovery Miles 48 920 Ships in 18 - 22 working days

While most scholarship on public administration in Latin America has taken an overtly legal approach, this handbook examines the subject from a political and public management perspective. In so doing, this handbook brings the study of public administration in Latin America more in line with studies conducted in other parts of the world, providing a basis for much more fruitful comparison. The handbook is divided into two parts. The first section contains chapters that explore a range of administrative systems in existence across Latin America, including the major representative types of public administration. The second portion of the book presents comparative examinations of important issues relating to public administration across the region, including accountability, public personnel management, policy coordination and the politics of bureaucracy. In providing an in-depth examination of public administration in contemporary Latin America, this handbook is a vital resource for scholars interested in the fields of public administration in both a Latin American and comparative context, as well as practitioners in government.

The National Co-ordination of EU Policy - The European Level (Hardcover, New): Hussein Kassim, Anand Menon, B.Guy Peters The National Co-ordination of EU Policy - The European Level (Hardcover, New)
Hussein Kassim, Anand Menon, B.Guy Peters; Vincent Wright
R4,847 Discovery Miles 48 470 Ships in 10 - 15 working days

This book is the second of two volumes in which leading scholars examine the way in which EU member states co-ordinate their European policies. This second volume investigates the structures, institutions and processes put in place by national governments in Brussels. From a comparative perspective, the book assesses the responses of governments to the demands of EU membership. It offers a detailed examination of the organisation, operation and performance of permanent representations, and their role in national systems of EU policy making, and looks at the extent to which interaction within a common institutional environment has brought about convergence between national arrangements.

The companion volume, published in 2000, examines the national co-ordination of EU policy at the domestic level.

Michael Keating, Ian McAllister , Edward C. Page, B.Guy Peters
R3,660 Discovery Miles 36 600 Ships in 10 - 15 working days

This book provides an appreciation of the work of renowned scholar Richard Rose. Over a career spanning more than six decades, Rose has explored a vast range of subjects related to British, American and comparative politics. His work, however, has always been concerned with an underlying theme: governing modern societies in changing times. Celebrating Rose's career which has shaped postwar political science in decisive ways, this volume examines issues, debates and lines of research stimulated by his work. Chapters are organized thematically under five headings central to his research: parties and elections, political institutions, public policy, governing at multiple levels, and trust and legitimacy. The book demonstrates that politics cannot be reduced to economics, the actions of individuals, predictive science or functional determinism, but has its own logic and modes of justification. It will appeal to scholars and students of politics, public policy and governance.

Regional Comparisons in Comparative Policy Analysis Studies - Volume Three (Paperback): Iris Geva-May, B.Guy Peters, Joselyn... Regional Comparisons in Comparative Policy Analysis Studies - Volume Three (Paperback)
Iris Geva-May, B.Guy Peters, Joselyn Muhleisen
R1,421 Discovery Miles 14 210 Ships in 10 - 15 working days

Volume Three of the Classics of Comparative Policy Analysis, contains chapters concerned with "Regional Comparisons and Policy Analysis" - one of the most prevailing approaches in comparative public policy. Through the prism of inter-jurisdiction comparisons of similarities and variations, they address comparisons in specific policy sectors, governance or institutional constructs, and political regimes. The foci are, nevertheless, on those comparisons between countries or regions, which help to lesson-draw by identifying and understanding the variation in policy analysis and policy making that exists within or across regions. One benefit of regional comparisons is that it often allows studies to hold constant many variables, ranging from colonial legacy to federal systems, or from language to specific traditions, and more effectively isolate dependent variables. Regional organizations like the Organization for Economic Co-operation and Development (OECD) or European Union are also considered as catalysts for regional policy approaches and harmonization, and occupy a major role in this volume. The chapters address a broad and diverse number of countries and geographical areas: Latin America, North America, East Asia, Southeast Asia, Southern Africa, the Baltic states, the Nordic states, Western Europe, Central Europe, Eastern Europe, and Europe as a whole. "Regional Comparisons and Policy Analysis" will be of great interest to scholars and learners of public policy and social sciences, as well as to practitioners considering what can be learned or facilitated through methodologically and theoretically sound approaches. The chapters were originally published as articles in the Journal of Comparative Policy Analysis which in the last two decades has pioneered the development of comparative public policy. The volume is part of a four-volume series, the Classics of Comparative Policy Analysis including Theories and Methods, Institutions and Governance, Regional Comparisons, and Policy Sectors. Each volume showcases a different new chapter comparing domains of study interrelated with comparative public policy: political science, public administration, governance and policy design, authored by the JCPA co-editors Giliberto Capano, Iris Geva-May, Michael Howlett, Leslie A. Pal and B. Guy Peters.

Policy Sectors in Comparative Policy Analysis Studies - Volume Four (Paperback): Iris Geva-May, B.Guy Peters, Joselyn Muhleisen Policy Sectors in Comparative Policy Analysis Studies - Volume Four (Paperback)
Iris Geva-May, B.Guy Peters, Joselyn Muhleisen
R1,421 Discovery Miles 14 210 Ships in 10 - 15 working days

Volume Four of the Classics of Comparative Policy Analysis, "Policy Sectors in Comparative Policy Analysis Studies" contains chapters concerned with comparison within disciplinary policy sectors. The volume contains detailed analyses of policies within six major policy sectors, and illustrates the important differences that exist across policies healthcare, environment, education, social welfare, immigration, and science and technology. The reader will find some common aspects and dimensions - theoretical or methodological - across all policy domains, as well as differences dictated by the characteristics of the discipline or the locus in which the policy point at issue takes place. Indeed, some scholars have argued that the differences and similarities that exist across and within policy sectors can transcend the differences or similarities across political systems. "Policy Sectors in Comparative Policy Analysis Studies" will be of great interest to scholars and learners of public policy and social sciences, as well as to practitioners considering what can be reliably contextualized, learned, facilitated or avoided through lesson-drawing. Volume One of the Classics of Comparative Policy Analysis, "Theory and Methods in Comparative Policy Analysis Studies" includes chapters that apply or further theory and methodology in the comparative study of public policy, in general, and policy analysis, in particular. Throughout the volume the chapters engage in theory building by assessing the relevance of theoretical approaches drawn from the social sciences, as well as some which are distinctive to policy analysis. Other chapters focus on various comparative approaches based on developments and challenges in the methodology of policy analysis. Together, this collection provides a comprehensive scholastic foundation to comparative policy analysis and comparative policy studies. "Theory and Methods in Comparative Policy Analysis Studies" will be of great interest to scholars and learners of public policy and social sciences, as well as to practitioners considering what can be learned or facilitated through methodologically and theoretically sound approaches. The Relevance of Political Science (Hardcover): Gerry Stoker, B.Guy Peters, Jon Pierre The Relevance of Political Science (Hardcover)
Gerry Stoker, B.Guy Peters, Jon Pierre
R4,955 Discovery Miles 49 550 Ships in 10 - 15 working days

What does political science tell us about important real-world problems and issues? And to what extent does and can political analysis contribute to solutions? Debates about the funding, impact and relevance of political science in contemporary democracies have made this a vital and hotly contested topic of discussion, and in this original text authors from around the world respond to the challenge. A robust defence is offered of the achievements of political science research, but the book is not overly sanguine given its sustained recognition of the need for improvement in the way that political science is done. New insights are provided into the general issues raised by relevance, into blockages to relevance, and into the contributions that the different subfields of political science can and do make. The book concludes with a new manifesto for relevance that seeks to combine a commitment to rigour with a commitment to engagement.

Interactive Governance - Advancing the Paradigm (Hardcover): Jacob Torfing, B.Guy Peters, Jon Pierre, Eva Sorensen Interactive Governance - Advancing the Paradigm (Hardcover)
Jacob Torfing, B.Guy Peters, Jon Pierre, Eva Sorensen
R2,663 Discovery Miles 26 630 Ships in 10 - 15 working days

Governance has become one of the most commonly used concepts in contemporary political science. It is, however, often used to mean a variety of different things. This book helps to clarify this conceptual muddle by concentrating on one variety of governance-interactive governance. The authors argue that although the state may remain important for many aspects of governing, interactions between state and society represent an important, and perhaps increasingly important, dimension of governance. These interactions may be with social actors such as networks, with market actors or with other governments, but all these forms represent means of governing involving mixtures of state action with the actions of other entities. This book explores thoroughly this meaning of governance, and links it to broader questions of governance. In the process of explicating this dimension of governance the authors also explore some of the more fundamental questions about governance theory. For example, although governance is talked about a great deal political science has done relatively little about how to measure this concept. Likewise, the term multi-level governance has become widely used but its important to understand that idea more fully and see how it functions in the context of interactive forms of governance. The authors also link governance to some very fundamental questions in political science and the social sciences more broadly. How is power exercised in interactive governance? How democratic is interactive governance, and is democratic governance always advanced through transparency?

Arwin van Buuren, Jenny M. Lewis, B.Guy Peters

The articles on which Chapters 4, 5 and 6 are based are available Open Access under CC-BY-NC licence. Design approaches to policy-making have gained increasing popularity among policy makers in recent years. First published as a special issue of Policy & Politics, this book presents original critical reflections on the value of design approaches and how they relate to the classical idea of public administration as a design science. Contributors consider the potential, challenges and applications of design approaches and distinguish between three methods currently characterising the discipline: design as optimisation, design as exploration and design as co-creation. Developing the dialogue around public administration as a design science, this collection explores how a more ‘designerly’ way of thinking can improve public administration and public policy.

Reward for High Public Office - Asian and Pacific Rim States (Paperback): Christopher Hood, B.Guy Peters Reward for High Public Office - Asian and Pacific Rim States (Paperback)
Christopher Hood, B.Guy Peters; Foreword by Clay Wescott, Barbara Nunberg
R1,606 Discovery Miles 16 060 Ships in 10 - 15 working days

The choices made by governments about how to reward their top employees reveal a great deal about their values and their assumptions about governing. This book examines rewards of high public office in seven Asian political systems, a particularly rich set of cases for exploring the causes and consequences of the rewards of high public office, having some of the most generous and most meagre reward packages in the world. There are a range of economic, political and cultural explanations for the rewards provided by governments. Likewise, these choices are assumed to have a number of consequences, including variations in the levels of corruption and economic success. Reward for High Public Office includes case studies focusing on Australia, China, Hong Kong, Japan, Korea, New Zealand and Singapore. It will interest students and researchers of politics, public administration and Asian studies.
