The 1850s offered the last remotely feasible chance for the United States to steer clear of Civil War. Yet fundamental differences between North and South about slavery and the meaning of freedom caused political conflicts to erupt again and again throughout the decade as the country lurched toward secession and war. With their grudging acceptance of the Compromise of 1850 and the election of Franklin Pierce as president in 1852, most Americans hoped that sectional strife and political upheaval had come to an end. Extremists in both North and South, abolitionists and secessionists, testified to the prevailing air of complacency by their shared frustration over having failed to bring on some sort of conflict. Both sets of zealots wondered what it would take to convince the masses that the other side still menaced their respective visions of liberty. And, as new divisive issues emerged in national politics-with slavery still standing as the major obstacle-compromise seemed more elusive than ever. As the decade progressed, battle lines hardened. The North grew more hostile to slavery while the South seized every opportunity to spread it. "Immigrant Aid Societies" flourished in the North, raising money, men, and military supplies to secure a free soil majority in Kansas. Southerners flocked to the territory in an effort to fight off antislavery. After his stirring vilification of the institution of slavery, Massachusetts senator Charles Sumner was brutally attacked on the floor of the United States Senate. Congress, whose function was to peacefully resolve disputes, became an armed camp, with men in both houses and from both sections arming themselves within the capitol building. In October 1858, Senator William Henry Seward said that the nation was headed for an "irrepressible conflict." The High-Power Lasers and Applications Conference was held in Munich, June 20 - 22, 1977. The conference took place simultaneously with the "Laser 77, International Congress and Trade Fair" at the Munich Fair Ground. The meeting was a continuation of a series of colloquia on elec tronic transition lasers previously held in the United States. The main topics of the conference were: high-power VUV, UV, visible and IR la sers, including an analysis of laser systems, technology and laser con cepts. Also, some applications to nonlinear optics, chemical kinetics and spectroscopy, particularly with respect to isotope separation, were discussed. The conference was attended by 95 scientists representing Austria, Canada, England, Finland, Germany (FRG), Germany (GDR), France, Israel, Italy, The Netherlands, and the U.S.A. The organizers acknowledge financial support from the Deutsche Forschungs gemeinschaft, the U.S. Air Force Office of Scientific Research, the U.S. Air Force European Office of Aerospace Research and Development (EOARD) and the U.S. Army European Research Office, as well as from the companies Coherent Radiation, Spectra Physics and Cryophysics. The Fourth International Conference on Laser Spectroscopy (FICOLS) was held in the Hotel Oberfahrt in Rottach-Egern, Tegernsee, June 11-15, 1979. Rottach-Egern is a well-known health resort situated on the southern end of Lake Tegernsee. As with the previous laser spectroscopy conferences in Vail, Megeve, and Jackson, the purpose of FICOLS was to provide n informal setting where an international group of scientists active in laser spectroscopy could discuss current problems and developments in the field. The program consisted essen tially of invited lectures with appropriate time provided for the latest postdeadline results. The conference was attended by 340 scientists representing 25 countries: Austria, Australia, Brazil, Canada, - Peoples Re public of China, Denmark, Finland, France, Germany (FRG), Germany (GDR), Great Britain, India, Italy, Japan, Nether lands, New Zealand, Norway, Pakistan, Poland, Spain, Sweden, Switzerland, U.S.k, U.S.S.R., and Yugoslavia. Unfortunately five of our colleagues from Japan who planned to attend the meeting could not come due to an interruption of airline schedules, Their absence was a distinct loss to the conference. However, their papers will be published in one of the forthcoming issues of the journal Applied Physics. Numerous people have contributed to making the conference a success. This volume contains the lectures and seminars presented at the NATO Advanced Study Institute on IIAdvances in Laser Spectroscopyll the tenth course of the Europhysics School of Quantum Electronics, held under the supervision of the Quantum Electronics Division of the European Physical Society. The Institute was held at Centro "I Cappuccinill San Miniato, Tuscany, July 26, - August 7, 1981. The Europhysics School of Quantum Electronics was started in 1970 with the aim of providing instruction for young researchers and advanced students already engaged in the area of quantum elec- tronics or wishing to switch to this area from a different back- ground. From the onset, the School has been under the direction of Prof. F. T. Arecchi, then at the University of Pavia, now at the University of Florence, .and Dr. D. Roess of Siemens, Munich. In 1981, Prof. H. Walther, University of Munich and Max-Planck- Institut fUr Quantenoptik joined as director. Each year the Directors choose a subject of particular interest, alternating fundamental topics with technological ones, and ask colleagues specifically competent in a given area to take the scientific responsibility for that course.

In the early 1850s, northerners and southerners alike used the term fire-eater to describe anyone whose views were clearly outside the political mainstream. Eventually, though, the word came to be most closely identified with those southerners who were staunch and unyielding advocates of secession. In this broadly researched and illuminating study, Eric H. Walther examines the lives of nine of the most prominent fire-eaters: Nathaniel Beverly Tucker, William Lowndes Yancey, John Anthony Quitman, Robert Barnwell Rhett, Laurence M. Keitt, Louis T. Wigfall, James D.B. De Bow, Edmund Ruffin, and William Porcher Miles. Walther paints skillful portraits of his subjects, analysing their backgrounds, personalities, and contributions to the movement for disunion. Although they shared the common goal of southern independence, Walther shows that in many respects the fire-eaters differed markedly from one another. It was their very diversity, he maintains, that enabled them to appeal to such a wide spectrum of southern opinion and thereby rally support for secession. In his exploration of the role of the fire-eaters in the secession movement, Walther touches upon a number of perennial themes in southern history, including the appeal of proslavery thought and southern expansionism, the place of education and industrialization in antebellum southern society, the significance of oratory in southern culture, and the nature of southern nationalism. He also describes the fire-eaters' activities on behalf of the Confederacy and traces the course of their lives after the war. The Fire-Eaters makes a valuable contribution to our understanding of the secession movement and the context in which it developed. There is no other study available that treats these men as a group and that delineates their manifold differences as well as their similarities. Walther shows that secessionism was not a monolithic ideology but rather a movement that emerged from many sources, spoke in many voices, and responded to a number of regional problems, needs, and aspirations.

"Ode to a Quantum Physicist" celebrates the scientific achievements of Marlan O. Scully on the occasion of his sixtieth birthday. It combines personal reminiscences from other renowned physicists who have known and worked with him over the years and 60+ scientific articles from the frontiers of Quantum Optics inspired by the work of M. O. Scully. The topics of these articles, published in the special volume 179 of "Optics Communications," range from classical optics via atomic physics and quantum mechanics to non-linear optics.

The book opens with special greetings from Tony Siegman, the former president of the Optical Society of America and Benjamin Bederson, the Editor-in-Chief Emeritus of "Physical Review." A long time friend, Ali Javan, dating back to Marlan's MIT days, highlights some of Marlan's scientific contributions.

The actual birthday party and scientific celebration took place as a special two-day colloquium on "Modern Trends in Quantum Optics" at the Max-Planck-Institut fur Quantenoptic in Garching, Germany on June 29-30, 1999. Included in this book is the program of this meeting, as wel as some excerpts from the celebration, such as, the after dinner speech by Roy J. Glauber followed by a photo album of Marlan's life. The poems by Olga Kocharovskaya poetically describe Marlan's scientific achievements. The concluding talk by Bruce Shore, given at this meeting, begins the connection to the papers by Don Kobe, Danny Greenberger and Mark Hillary, and Shi-Yao Zhu et al. covering topics from gauge invariance via unbreakable codes to photonic band gaps. The articles from the special issue of "Optics Communications" conclude this Festschrift.

William Lowndes Yancey (1814-63) was one of the leading secessionists of the Old South. In this first comprehensive biography, Eric H. Walther examines the personality and political life of the uncompromising fire-eater. Born in Georgia but raised in the North by a fiercely abolitionist stepfather and an emotionally unstable mother, Yancey grew up believing that abolitionists were cruel, meddling, and hypocritical. His personal journey led him through a series of mentors who transformed his political views, and upon moving to frontier Alabama in his twenties, Yancey's penchant for rhetorical and physical violence was soon channeled into a crusade to protect slaveholders' rights. Yancey defied Northern Democrats at their national nominating convention in 1860, rending the party and setting the stage for secession after the election of Abraham Lincoln. Selected to introduce Jefferson Davis in Montgomery as the president-elect of the Confederacy, Yancey also served the Confederacy as a diplomat and a senator before his death in 1863, just short of his forty-ninth birthday. More than a portrait of an influential political figure before and during the Civil War, this study also presents a nuanced look at the roots of Southern honor, violence, and understandings of manhood as they developed in the nineteenth century.
