The profound changes which have occurred within Eastern Europe and the USSR during the closing years of the 1980s have had direct links with equivalent changes in the East-West political environment. This has resulted in negotiated arms control re-emerging as a principal activity in working towards establishing a new East-West relationship. This volume covers a range of issues from the role of arms control after the INF treaty to NATO strategy and alliance behaviour. It includes domestic and alliance politics as well as the technical treatment of arms control matters, and concludes with a look at the future prospects of East-West arms control.

Voters on the Move or on the Run? addresses electoral change, the reasons, and the consequences. By investigating heterogeneity of voting, and complexity of voting and its context the volume shows that increasing heterogeneity is not arbitrary and unstructured. Heterogeneity of voting rather is a way of voters dealing with the increasing complexity of the context of elections - diversified social structures, increasing differentiation of political supply, increasing complexity of the information environment. By analysing the conditions of heterogeneity and showing that the calculus of voting becomes more and more conditional in terms of what voters regard as relevant criteria for vote choice, the book demonstrates that the new feature of electoral behaviour is structured heterogeneity. The dimensions of differentiation of the electorate are cognitive capacity and the structure of individual information acquisition systems. The book demonstrates that voters are on the move looking for appropriate answers to new complexities rather than on the run. The book uses data predominantly from the German Longitudinal Election Study (GLES), and also comparative data from the Comparative Study of Electoral Systems (CSES). Cross-sectional analysis is complemented by long- and short-term dynamic analyses with panel data, and comparative analyses.

Ist "wirklich ein Volk" entstanden oder blieb die "Mauer in den Kopfen" bestehen? Die Untersuchungen auf der Basis zweier grosser Bevolkerungsbefragungen in den Jahren 1994 und 1998 sowie einer Panelstudie fur den Zeitraum 1994 bis 1998 decken ein breites Themenspektrum an, das von ideologischen Orientierungen uber das Institutionenvertrauen bis zur Mediennutzung und zur Wechselwahl reicht."

Die Bundestagswahl 1998 hat zum ersten direkt durch Wahlen erzwungenen "Machtwechsel" in der Geschichte der Bundesrepublik gefuhrt. Fur die Wahl- und Einstellungsforschung stellt sich zum einen die Frage, welche Motive fur diesen Wechsel ausschlaggebend waren. Zum anderen ist dies Anlass danach zu fragen, in welchem Ausmass im vereinigten Deutschland weiterhin zwei getrennt Elektorate - eine westdeutsche und eine ostdeutsche Wahlerschaft - existieren. Die Beitrage dieses Bandes, die aus zwei Tagungen des Arbeitskreises "Wahlen und politische Einstellungen" der Deutschen Vereinigung fur Politische Wissenschaft (DVPW) hervorgegangen sind, analysieren konkurrierende Erklarungsansatze fur die Entscheidung der Wahler bei der Bundestagswahl 1998 und untersuchen die Entwicklung der Gemeinsamkeiten und Unterschiede zwischen ost- und westdeutschen Wahlern. Analysiert werden verschiedene Aspekte der Wahlentscheidung, wie die Nichtwahl, das Stimmensplitting und die Wechselwahl. Als Erklarungsfaktoren werden die sozialstrukturelle Zusammensetzung der Wahlerschaft, die Mediennutzung sowie Einstellungen gegenuber politischen Parteien, Kanzlerkandidaten, politischen Sachfragen und der Demokratie behandelt. Daneben enthalt der Band auch Beitrage, die sich mit wichtigen Entwicklungen und methodischen Grundproblemen der Wahl- und Einstellungsforschung beschaftigen.
