This volume addresses the ideational and policy-oriented challenges of Africa's health governance due to voluntary and involuntary cross-border migration of people and diseases in a growing 'mobile Africa'. The collected set of specialized contributions in this volume examines how national and regional policy innovation can address the competing conception of sovereignty in dealing with Africa's emerging healthcare problems in a fast-paced, interconnect world.

Today's era of intense globalization has unleashed dynamic movements of people, pathogens, and pests that overwhelm the static territorial jurisdictions on which the governance provided by sovereign states and their formal intergovernmental institutions is based. This world of movement calls for new ideas and institutions to govern people's health, above all in Africa, where the movements and health challenges are the most acute. This book insightfully explores these challenges in ways that put the perspectives of Africans themselves at centre stage. It begins with the long central and still compelling African health challenge of combating the pandemic of HIV/AIDS. The scope and nature of humanitarian emergencies generated by civil conflicts and wars in Africa exceed the continental capacity to adequately and effectively respond to them. With the founding of the African Union and the drafting of the Responsibility to Protect doctrine, the basis for collective action against genocide, ethnic cleansing and crimes against humanity, it is a critical time to reflect how best to address issues of regional peace and conflict. New regional conflicts around health, water, land and food security in the world's poorest most socially fragmented continent strengthen the need for this volume to assess African regional arrangements and provide new policy recommendations.

Globalization has generated a great upsurge in mobility on an intense, global scale. As people move around more, so too do the pathogens they carry or encounter and unfamiliar diseases can flow rapidly across national borders that once largely kept citizens safe inside the confines of their own country. There is thus an urgent need for innovation in global governance to close this growing gap between the new physical challenge of a world on the move and the old public policy response from governments fixed in territorial space.

This book examines peace-building efforts in the fragile West African states of Sierra Leone, Liberia, and Cote d'Ivoire, with a focus on the role of the private sector in leading the reconstruction initiatives. Given that aid and debt relief, the traditional remedies for dependency and underdevelopment, have not been effective, the private sector is increasingly viewed as a major player in the revival of regional economies. Private sector support, however, requires government intervention to improve investment climates, curb corruption, strengthen the security sector, and reduce the cost of doing business.

The contributors discuss ways in which West African governments can encourage greater involvement of business in humanitarian support with incentives that demonstrate alignment with business objectives and profit margins, making humanitarian support simple and, more importantly, profitable and sustainable for both local and foreign investors. This book will be of interest to scholars in international relations and peace-building, policy-makers, and business leaders interested in international investment.
