The Nuclear Threat Initiative and the Center for Strategic and International Studies joined to launch the New Approaches to the Fuel Cycle project. This project sought to build consensus on common goals, address practical challenges, and engage a spectrum of actors that influence policymaking regarding the nuclear fuel cycle. The project also tackled one of the toughest issues-spent nuclear fuel and high level waste-to see if solutions there might offer incentives to states on the front end of the nuclear fuel cycle and address the inherent inertia and concerns about additional burdens and restrictions that have stalled past efforts to improve the robustness of the nonproliferation regime. This report presents the group's conclusions that a best-practices approach to the nuclear fuel cycle can achieve these objectives and offer a path to a more secure and sustainable nuclear landscape.

Yet, although addressed to the problems of their day, they generally remained the private counsel of scholars and had little impact on political and military decisions. While theorists of international law were developing a body of rules to govern warfare, practitioners of conflict were largely moved by the motives of military necessity.Under the dual auspices of military necessity and national self-interest, the code of the military commander was simple: maintain a disciplined fighting force in order to achieve military victory. This book is based on lectures given at Yale in 1971-1981 to students prepared with a course in measure-theoretic probability. It contains one technical innovation-probability distributions in which the total probability is infinite. Such improper distributions arise embarras singly frequently in Bayes theory, especially in establishing correspondences between Bayesian and Fisherian techniques. Infinite probabilities create interesting complications in defining conditional probability and limit concepts. The main results are theoretical, probabilistic conclusions derived from probabilistic assumptions. A useful theory requires rules for constructing and interpreting probabilities. Probabilities are computed from similarities, using a formalization of the idea that the future will probably be like the past. Probabilities are objectively derived from similarities, but similarities are sUbjective judgments of individuals. Of course the theorems remain true in any interpretation of probability that satisfies the formal axioms. My colleague David Potlard helped a lot, especially with Chapter 13.
