head. Now, if they don't like you, they'll cut off your project! As
the Johnson Administration initiated its war on poverty in the
1960s, the Mingo County Economic Opportunity Commission project was
established in southern West Virginia. Huey Perry, a young, local
history teacher was named the director of this program and soon he
began to promote self-sufficiency among low-income and vulnerable
populations. As the poor of Mingo County worked together to improve
conditions, the local political infrastructure felt threatened by a
shift in power. Bloody Mingo County, known for its violent labor
movements, corrupt government, and the infamous Hatfield-McCoy
rivalry, met Perry's revolution with opposition and resistance. In
They'll Cut Off Your Project, Huey Perry reveals his efforts to
help the poor of an Appalachian community challenge a local regime.
He describes this community's attempts to improve school programs
and conditions, establish cooperative grocery stores to bypass
inflated prices, and expose electoral fraud. Along the way, Perry
unfolds the local authority's hostile backlash to such change and
the extreme measures that led to an eventual investigation by the
FBI. They'll Cut Off Your Project chronicles the triumphs and
failures of the war on poverty, illustrating why and how a local
government that purports to work for the public's welfare cuts off
a project for social reform.
Most of the time series analysis methods applied today rely heavily
on the key assumptions of linearity, Gaussianity and stationarity.
Natural time series, including hydrologic, climatic and
environmental time series, which satisfy these assumptions seem to
be the exception rather than the rule. Nevertheless, most time
series analysis is performed using standard methods after relaxing
the required conditions one way or another, in the hope that the
departure from these assumptions is not large enough to affect the
result of the analysis. A large amount of data is available today
after almost a century of intensive data collection of various
natural time series. In addition to a few older data series such as
sunspot numbers, sea surface temperatures, etc., data obtained
through dating techniques (tree-ring data, ice core data,
geological and marine deposits, etc.), are available. With the
advent of powerful computers, the use of simplified methods can no
longer be justified, especially with the success of these methods
in explaining the inherent variability in natural time series. This
book presents a number of new techniques that have been discussed
in the literature during the last two decades concerning the
investigation of stationarity, linearity and Gaussianity of
hydrologic and environmental times series. These techniques cover
different approaches for assessing nonstationarity, ranging from
time domain analysis, to frequency domain analysis, to the combined
time-frequency and time-scale analyses, to segmentation analysis,
in addition to formal statistical tests of linearity and
Gaussianity. It is hoped that this endeavor would facilitate
further research into this important area.
This sign was hanging on the main street intersection of downtown,
from the 1920s to the late 1960s, two blocks from where I lived. My
hometown is Greenville, Texas. Greenville is known throughout the
nation for two things: its unique slogan, "The Blackest Land - The
Whitest People" and its famous 1908 lynching. The famous sign hung
on the main street between our train station and our bus station.
As soldiers and civilian passengers passed through our town, it
provided a very conspicuous view. This book is about what it was
like being black and growing up in Greenville, Texas. It is also in
remembrance of all those before us who went through struggles to
help people free themselves from undesirables which had previously
enslaved us. Although we obtained certain rights, I give you a
background and the history of why things were the way they were.
Even a more valuable history is of why things are still the way
they are, especially between blacks. Is it because of a single,
powerful, twisted-minded genius 292 years ago, whose theory is
still a powerful affront in the black race today? My hope is to
help break this chain of enslavement of blacks against blacks in my
hometown. History was not always pretty; but to say, "Forget the
past," is saying Black History doesn't matter. Black history is
American history, and it has been missing from the history books
for a long time. My goal is not to keep bringing up the past. My
goal is to include some of those that were there, and helped,
endeared, molded, designed and build Greenville so that it is what
it is today.....
