To avoid uncontrolled climate change, greenhouse gas emissions will have to be brought under control by major emitters outside the affluent West. The authors investigate the political obstacles in BRIC countries and what their governments could do to strengthen climate policies without incurring serious political damage.
Why, despite two decades of climate policy, have affluent democracies made so little progress in cutting greenhouse gas emissions? We know that there are ways of doing this that are both practical and affordable. It is politics that is the problem. Stringent climate policies may lead companies to redirect investment elsewhere, or lead voters to retaliate at the ballot box. There are many political obstacles to stronger action. What can be done? Based on an analysis of the logic of policy making, plus observation of recent developments in climate politics, this book identifies a broad range of political strategies that are available to governments that wish to take more effective action against climate change while avoiding serious political damage. Separate chapters deal with strategies relating to unilateral action, persuasion, political exchange, and changing the terms of political exchange. This is the first book-length study of political strategy and climate change and will be of interest not only to policymakers but also to experts and activists looking to formulate politically realistic policy proposals, and scholars and students of politics and environmental studies.
Policy concertation -- the determination of public policy by means of agreements struck between governments, employers and trade unions -- continues to thrive in Western Europe despite the impact of liberalizing trends that were expected to lead to its demise. This volume brings together a team of 23 experts with the aim to undertake paired historical and political studies of policy concertation in ten West European countries, which were then subjected to systematic comparative analysis. It shows that overall the incidence of broad policy concertation in Western Europe can be explained by the changing configurations of just three variables.

This book analyses the political dynamics of climate policy in affluent democracies from a number of different theoretical angles in order to improve our understanding of which political strategies would be likely to enable national governments to make deep cuts in GHG emissions while avoiding significant political damage. The authors argue that different conceptual and logical theories highlight different features of political situations. Describing the politics of climate policy in this way will result in different conceptual, logical views of this phenomenon. And to some extent the inferences drawn from such differing views about the nature of political obstacles to more vigorous action on climate change - and the best ways of overcoming them - will also be different. Singly and together, these analyses reveal a more detailed, nuanced view of the political options open to activist governments. This book was previously published as a special issue of Environmental Politics.

Clearly the policies implemented by national governments and the EU have not been successful in adequately tackling this important social, economic and political issue. This volume presents a comparative analysis of the present situation. It looks at how the orthodox unemployment policies of contemporary governments have failed and what new policies might be introduced. A number of radical unemployment policies, from Germany, France, Italy, Britain, Spain, Denmark, Norway, Switzerland and the EU, are outlined. These are investigated with a view to identifying the conditions under which they might become standard components of national and EU strategies to bring down unemployment.
