Debates on the meaning of religious belief in an advanced technological age have established the emergence of religion as a fact of daily life. The nineteenth-century imagery of "warfare" between science and religion is long dismissed. Emphasizing this fact of the continuing relevance and importance of religion as a driving force in contemporary life is the stunning emergence on the world scene of militant Muslim beliefs in a period of relatively inactive religious belief elsewhere. The title, Behemoth, derives from the Hebrew word Behemah-a beast, an enormous creature, monstrously huge and vast. It is an apt description of the State on the eve of the twenty-first century. Loved by few, vilified by many from all perspectives, it nonetheless continues to grow; by turns rivaling and co-opting that more pleasant-sounding word: Society. Political sociology aims to define and understand the interrelationship between these two huge terms: State and Society. Continuing in a path begun by Horowitz in the 1950s in The Idea of War and Peace in Contemporary Social and Philosophical Thought, expanded upon in the 1970s with Foundations of Political Sociology, this summing up in the late 1990s is an effort to extract and evolve the canon of political sociology. Starting with Montesquieu, Horowitz proceeds through the European experience of Rousseau, Tocqueville, Hegel, Marx, Durkheim, Sorel, and Weber. He then takes the field on its tangled migration to America with the Frankfurt School in exile, followed by searching chapters on Schumpeter, Mills, Arendt, and Huntington, among others. The result is a stunning revaluation of the intellectual sources of the present day divisions between statists and socialists, welfarists and individualists, advocates of dictatorship and of democracy, mandated rules and voluntary association, hard realists and soft utopians, a world without states and a world with a single state. Horowitz does not offer the usual evolutionary notion of doctrines, but a canon embedded in and embattled with the societies they aim to serve or overthrow in the present as in the past. The result is a major recasting of the theory and practice of social science and normative frameworks. The final chapter offers Horowitz's own prognosis of what we can expect in the recasting of the Welfare State to include the Welfare Society, and its growing nemesis the global economy which threatens to engulf State and Society alike in a return to civilizational concerns. This is an essential text for policy-makers and social scientists interested in macroscopic changes in the political order.
The author puts this book in the best possible context by referring to the "magisterial and paradoxical Dr. Schumpeter." A figure in a rare class with John Maynard Keynes, Friedrich von Hayek, and Alfred Marshall, the work of Joseph Schumpeter is equalled only in monumental significance by his personal trials and tribulations. The work is divided into two volumes - the first covering his career in Europe and the second his life and achievements in America. To his books "The Theory of Economic Development, "and "Capitalism, Socialism and Democracy, "both published by Transaction, is now added the specific contexts in which these and his other works were written. The author of this biography, like the subject himself, is a masterful student of the craft of economics, and its place within the larger social science contexts that Schumpeter worked. In this work, we are introduced into the main current of European and American social science alike. The title of the book, "Opening Doors, "derives from Schumpeter's life long aim to appeal to inquiring minds to move through such doors in an effort to create the social science of the future. In this, the volume succeeds admirably.
"The Imperial Republic" based as it is on Raymond Aron's realist philosophy, is involved only indirectly or by implication in the disputes about moralism, revisionism, and even imperialism. Its main aim is to account for the diplomacy of the United States as it was in a special time period. Like all diplomacy, it can be explained only within the system of inter-state relations to which the protagonist belongs. United States diplomacy during the twenty- eight year period of 1945-73 is examined from strategic, political, and moral stand points were in diplomats openly declared their aim, and did they achieve it? Does the result justify accusations either of incompetence or of imperialism? Does not the reaction within the United States to a policy which had been a striking success now induce second thoughts about both the policy and its results? The imperial republic is trying to throw off its burden; once a missionary, it has lost the sense of mission; it is still capitalist, but its spoiled children no longer believe in money; it was puritan, but its cities abound in sex shops; it regards itself as scientific, yet mystical and nudist sects are common. The reader is not asked to endorse Aron's paradoxical interpretations, but to try to discover the reasons for any disagreement he may feel regarding differences in political judgment. People who have acquired the habit of thinking of the contemporary world in Manichaean terms-in terms of the reduction of whole populations to slavery by monsters, or in terms of capitalism, imperialism, or revisionism- may be out raged by a book that is not concerned with grounds for outrage and in which there are neither villains nor heroes; but rather with mixed messages by decent policymakers. This volume discusses some of the factors determining the political impact of the city planner on community decision-making. Rabinovitz bases her book on case studies of planning decisions in six New Jersey communities that were chosen for reputations of both effective and ineffective planning. She also uses a reanalysis of an attitude survey of U.S. planning directors, as well as a synthesis of previous studies. The materials are presented comparatively, thus enabling the reader to identify major themes in the broad and, until now, largely uncharted area of the interrelationship of politics and planning.The author first discusses the variables that influence the effectiveness of planning. She then develops a typology of community political systems in the six cities, based on such factors as power distribution, values, style, participation, conflict and cohesion, and potential for program output. The typology of urban political systems is matched by a typology of roles for the planner; this leads to a careful examination of the usefulness of different roles in different urban political situations. Other variables on which the success of particular roles depends--such as the ability to command resources for desired actions, the norms of the planning community, and the needs of the planner--are included. Finally, the author raises three important questions central to the planner's effectiveness: Can success spoil the planner? What does the planner contribute to decision-making? Recent use of the term "civilization" has placed great emphasis on the fall from grace of human beings. The use of both terms is rapidly changing. Culture and Civilization develops critical ideas intended to produce a positive intellectual climate, one that is prepared to confront threats, and alert us to the opportunities of the twenty-first century. It recognizes that the twenty-first century presents people in all fields and of all faiths with shared challenges. Culture and Civilization embraces the work of novelists, journalists, cultural figures, technologists, physical sciences, historians, and policy personnel who range beyond social science areas. What they have in common is a view that civilization is under assault and that it represents a cause worth advancing and defending. She also uses a reanalysis of an attitude survey of U.S. planning directors, as well as a synthesis of previous studies. The materials are presented comparatively, thus enabling the reader to identify major themes in the broad and, until now, largely uncharted area of the interrelationship of politics and planning. The author first discusses the variables that influence the effectiveness of planning. She then develops a typology of community political systems in the six cities, based on such factors as power distribution, values, style, participation, conflict and cohesion, and potential for program output. The typology of urban political systems is matched by a typology of roles for the planner; this leads to a careful examination of the usefulness of different roles in different urban political situations. Other variables on which the success of particular roles depends--such as the ability to command resources for desired actions, the norms of the planning community, and the needs of the planner--are included. Finally, the author raises three important questions central to the planner's effectiveness: Can success spoil the planner? What does the planner contribute to decision-making? To what extent does political utility determine the planner's benefits or reverses? Thorstein Veblen has a place of honor reserved for truly important figures. The world of Eli Ginzberg can readily be thought of as a triptych-a career in three parts. In his early years, Ginzberg's work was dedicated to understanding the history of economics, from Adam Smith to C. Wesley Mitchell, and placing that understanding in what might well be considered economic ethnography. His studies took him on travels from Wales in the United Kingdom to California in the United States. For example, the poignant account of Welsh miners in an era of economic depression and technological change remains a landmark work. His report of a cross country trip taken in the first year of the New Deal provides insight and evaluation that can scarcely be captured in present-day writings.The second period of his career corresponds to Ginzberg's increasing involvement in the practice of economics. He deals with issues related to manpower allocation, employment shifts, and gender and racial changes in the workforce. His writing reflects a growing concern for child welfare and education.
