This work addresses many persistent misconceptions of what the monitors were for, and why they failed in other roles associated with naval operations of the Civil War (such as the repulse at Charleston, April 7, 1863). Monitors were 'ironclads'- not fort-killers. Their ultimate success is to be measured not in terms of spearheading attacks on fortified Southern ports but in the quieter, much more profound, strategic deterrence of Lord Palmerston's ministry in London, and the British Royal Navy's potential intervention. The relatively unknown 'Cold War' of the American Civil War was a nevertheless crucial aspect of the survival, or not, of the United States in the mid 19th-century. Foreign intervention—explicitly in the form of British naval power—represented a far more serious threat to the success of the Union blockade, the safety of Yankee merchant shipping worldwide, and Union combined operations against the South than the Confederate States Navy. Whether or not the North or South would be 'clad in iron' thus depended on the ability of superior Union ironclads to deter the majority of mid-Victorian British leaders, otherwise tempted by their desire to see the American 'experiment' in democratic class-structures and popular government finally fail. Discussions of open European involvement in the Civil War were pointless as long as the coastline of the United States was virtually impregnable. Combining extensive archival research on both sides of the Atlantic, this work offers an in-depth look at how the Union Navy achieved its greatest grand-strategic victory in the American Civil War. Through a combination of high-tech 'machines' armed with 'monster' guns, intensive coastal fortifications and a new fleet of high-speed Union commerce raiders, the North was able to turn the humiliation of the Trent Affair of late 1861 into a sobering challenge to British naval power and imperial defense worldwide.

The European Conference on Composite Materials (ECCM-4) will be held for the first time, in Germany after the successes of previous meetings in France and England. The meeting will take place in Stuttgart which is capital of B aden-Wtirttemberg and a centre for new technologies in Germany. Amongst these new technologies, composite materials play a dominant role and it is the aim of the conference to promote scientific discussion of these materials. Polymer matrix composites are well established and lie at the centre of interest so that a great number of contributions forms on plastic matrix and high temperature resin matrix composites. New developments in the area of reinforcement fibres will be discussed in a special section of the poster session. Metal matrix and ceramic matrix composites as well as carbon fibre reinforced carbon are strong candidates for future structural materials. These classes of composites receive wide interest at the conference. The conference organisers received more than 250 abstracts, from which about 160 contributed papers from 20 countries were accepted. In addition to the' 80 oral presentations five invited papers on topics of special interest will be given. The recycling problem of fiber reinforced composites will be discussed in a plenary paper. In the name of all those who were involved in preparation and organisation of this conference, we hope that fruitful discussions but also the social gathering will contribute to further steps in deepening the European cooperation in this fascinating composite research field.

    The threat posed by the recent rise of transnational non-state armed groups does not fit easily within either of the two basic paradigms for state responses to violence. The civilian paradigm focuses on the interception of demonstrable immediate threats to the safety of others. The military paradigm focuses on threats posed by collective actors who pose a danger to the state's ability to maintain basic social order and, at times, the very existence of the state. While the United States has responded to the threat posed by non-state armed groups by using tools from both paradigms, it has placed substantially more emphasis on the military paradigm than have other states. While several reasons may contribute to this approach, one may be the assumption that a state must use each set of tools strictly according in accordance with the principles that underlie each paradigm. Implicit in this assumption may be the sense that the only alternative to the civilian paradigm is the unqualified military one. The chapters in this book suggest, however that we need not see the options as confined to this binary choice. It may be profitable to consider borrowing elements from each paradigm on some occasions to act more expansively than the conventional civilian paradigm allows, but less expansively than the conventional military paradigm would permit.
