It has often been said that generals prepare for the next war by re-fighting the last. The Deepwater Horizon (DWH) oil spill was unlike any previous - an underwater well blowout 1,500 meters deep. Much has been learned in the wake of DWH and these lessons should in turn be applied to both similar oil spill scenarios and those arising from "frontier" explorations by the marine oil industry. Many RNA viruses have been known for decades to be genetically and biologically quite variable. Some well-known examples are influenza viruses, foot and mouth disease viruses, and Newcastle disease virus. During the past decade, it has become clear that most, it not all. , RNA viruses (riboviruses and retroviruses) are much more mutable than was recognized previously, and that this great mutability generates extremely complex populations consisting of indeterminate mixtures of related variants (Le. , "mutant swarms" or "quasispecies" populations). This is also true of DNA viruses (such as hepatitis DNA genomes via RNA transcripts B virus) which replicate their that are reverse-transcribed back to DNA. This hypermutability of RNA replicons provides great biological adaptability for RNA virus genomes. It also allows (but does not necessitate) RNA viruses, so that they can extremely rapid evolution of evolve over a million times more quickly than their eukaryotic DNA-based hosts. The genetics of RNA replicons is so unusual (and often counterintuitive) that it has many important biological conse quences which are neither readily apparent nor widely under stood. Failure to understand the distinctive aspects of RNA genetics frequently generates confusion and controversy and can adversely impact vaccine and antiviral drug programs and other applications of medical virology. The 14 chapters in this volume describe advances in a number of significant areas of RNA virus genetics and evolution.

It competes with other recent terms, or environmental narratives, such as "ecosystem health" and "sustainable development" and also with older ones such as "conservation." Therefore, it is deemed important not only to sort out the definitions of these concepts but also to find out whether their practical implications differ. Moreover, it was interesting to find out whether participants from Central and Eastern European Countries (CEEC) and, more generally, from NATO partner countries would be, first, responsive to this concept and, second, would hold different views of it. This explains the broad, albeit not always consistent, range oftopics which are covered in this book. The core group learned that CEEC and other NATO partners participants were responsive to the concept but that they were less exclusive of human influence.

In this, the third edition of State Constitutional Law: The Modern Experience, the authors present cases, articles, and other materials, including a new chapter on Administrative Law, about our still-evolving, ever-more-relevant state charters of government. The casebook starts by placing state constitutions in context-in the context of a federal system that leaves some powers exclusively with the States, delegates some powers exclusively to the Federal Government, and permits overlapping authority by both sovereigns in many areas. The resulting combination of state and federal charters-what should be called American Constitutional Law-presents fruitful opportunities for give and take, for exporting and importing constitutional insights between our different sovereigns. The casebook often addresses the point by explaining how the U.S. Constitution deals with an issue before discussing how the state constitutions handle an identical or similar issue. At other times, the casebook explains how the state constitutions contain provisions that have no parallel in the U.S. Constitution. A central theme of the book, explored in the context of a variety of constitutional guarantees, is that state constitutions provide a rich source of rights independent of the federal constitution-and a potential source of data before the U.S. Supreme Court decides to nationalize a right under the U.S. Constitution. Considerable space also is devoted to the reasons why a state court might construe the liberty and property rights found in its state's constitutions more broadly than comparable rights found in the U.S. Constitution. Among the reasons considered are: differences in the text and history of the state and federal guarantees, the smaller scope of the state courts' jurisdiction, state constitutional history, unique state traditions and customs, and disagreement with the U.S. Supreme Court's interpretation of similar language. State constitutional law, like its federal counterpart, is not confined to individual rights. Structure matters too. The casebook also explores the organization and structure of state and local governments, the methods of choosing state judges, the many executive-branch powers found in state constitutions but not in their federal counterpart, the ease with which most state constitutions can be amended, and other topics, such as taxation, public finance and school funding. In many ways, the state courts have been the leaders in dealing with difficult issues related to the delegation of legislative powers (or not) and deference to administrative agencies (or not).
